		<description><![CDATA[In what has become a sad annual ritual, Cecil County Sheriff Scott Adams pleaded with the County Council this week on behalf of his office’s budget while wearing a mourning band around his badge in honor of a Delaware state trooper murdered a few days ago just a short distance over the Cecil County line. Last year, local deputies were mourning the murder of two deputies in adjacent Harford County, as Adams urged local budget support for his agency.* But Adams said during his Tuesday (5/2/2017) appearance before the County Council that it was “not the time to be sad,” but instead to renew commitments to serving the public. He said he was “grateful” to County Executive Alan McCarthy for authorizing a budget proposal that would increase the number of deputies slightly and approve pay boosts and salary modifications that could help address a longstanding problem: recruiting and retaining officers both for law enforcement and running the county detention center. Escalating numbers of violent acts against law enforcement officers nationwide, as well as the murder of a corrections officer in Delaware recently, make it that much harder to recruit and keep qualified officers, Adams said. 		<description><![CDATA[CECILTON—In just the first month of the new year, there have been nine fatal drug overdoses in Cecil County, amid concerns that new strains of deadly fentanyl is being mixed with heroin to create a serious new threat, Sheriff Scott Adams told a community “town hall” meeting in Cecilton Wednesday evening. (2/1/2017) “We’re really concerned about fentanyl,” Adams told a packed meeting room at the Parklands apartment complex in Cecilton. “That’s what’s spiked these fatalities.” Later, Adams told Cecil Times that officials were still awaiting toxicology reports to confirm the specific causes of the local deaths. But the suddenness of the fatality spike, in addition to sudden surges in other counties such as Carroll and Harford counties, suggest that new strains of heroin or related drugs have hit the streets. In January, there were a total of 58 drug overdoses in the county, which resulted in 9 deaths, Adams said. Other overdoses were reversed through administration of Narcan, a nasal mist that can revive drug abusers and prevent death. Larry Hogan proposed an anti-drug initiative Tuesday 1/24/2017 that would boost spending by $4 million on treatment and monitoring programs, along with tougher laws aimed at drug traffickers and over-prescribing of opioids by physicians. At the same time, a new out-patient detox and treatment center held a ribbon-cutting ceremony in conjunction with Union Hospital in Elkton. But looming over the state and local anti-drug abuse efforts are the uncertainties over the fate of the Affordable Care Act (“Obamacare”) and its mandates to provide health insurance coverage for drug addiction treatment services, as the new President Donald Trump moves forward with his plan to repeal “Obamacare” and replace it with an as yet unknown alternative. Some new drug treatment programs, such as the profit-making Recovery Centers of America facility in Earleville in southern Cecil County, included as a key part of their business plan the availability of drug treatment coverage under mandates of the Affordable Care Act for insurance companies. Without such assurances, the fiscal viability of some local treatment programs could be uncertain.
