		<description><![CDATA[The months-long fight over a proposed new vocational-technical high school on the Basell building site in Elkton turned into the “Basell Brawl” Tuesday, as the Three Amigos county commissioner group held firm against even considering it while county school board members vowed to fight on. Tuesday morning, the Three Amigos majority of the Cecil County Commissioners refused even to schedule a discussion to re-consider an appeal by county school officials, supported by business groups and even local fire companies, to allow a feasibility study to proceed to determine if the vacant Basell property should be converted to a new vo-tech high school. School officials met with the commissioners last Tuesday afternoon to request a reconsideration of the proposal and upped the ante on the project by offering to pay the estimated $60,000 cost of an independent engineering and feasibility study out of current school operating funds. 		<description><![CDATA[School officials sought a go-ahead Tuesday from Cecil County Commissioners to proceed with an engineering study to determine the suitability of the Basell property for conversion to a new vocational-technical school. But two of the Three Amigos faction of the commissioners’ majority bloc balked and the third was AWOL. Cecil County Public Schools (CCPS) officials, who first proposed the votech school plan 10 months ago, pointed out that time was of the essence to make a decision, in order to get the process underway in keeping with the state’s financing schedule since state funds would be a key component of the project. But delay is often the middle name of the Cecil County Commissioners and Tuesday was no exception. Commissioner Michael Dunn (R-3) didn’t bother to show up for the meeting, with no excuses offered, even though he had attended a brief worksession of the county commissioners earlier in the day. Commissioner James Mullin (R-1) at one point claimed that CCPS should consider shutting down one existing general high school and moving students around in order to relocate tech programs to an existing school building. 		<description><![CDATA[Governor Martin O’Malley has named William Manlove, a former long-time Cecil County Commissioner, to a vacant seat on the county school board. Manlove served four non-consecutive terms on the County Commissioners’ panel, becoming President of the board before he retired in 2008. He also ran an unsuccessful campaign for the House of Delegates in District 36, running against incumbent Republican Michael Smigiel, in the 2010 election. The seat Manlove will take was surrendered by Christopher Loller in July, after he moved out of the district. Loller, a restaurant manager from Earleville, was elected to the school board in 2008 to represent District 1. Manlove, a lifetime Earleville resident whose family has farmed in the area for many generations, represented the Commissioners’ First District. During his tenure as a commissioner, he was a strong advocate of the county public schools, supported expansion of the School of Technology and advocated for significant improvements at Cecil College. In an interview with Cecil Times Tuesday, Manlove joked that he got the appointment “because no one else wanted it.” He said he looked forward to serving on the school board and having the opportunity to see the “other side” of education issues.
