		<description><![CDATA[NEWS ANALYSIS Even before Danielle Hornberger raised her hand and took the oath of office as Cecil County’s new County Executive on Monday (12/7/2020), some county department heads were already locked out of their computers and within an hour or two ousted from the county administration building in Elkton. The purge was carried out by Dan Schneckenburger, nominated but not yet confirmed as required by the County Council for the Director of Administration position, sources said. Schneckenburger is a two-time election loser in county politics, having served one term on the County Council but losing a bid for re-election to his seat two years ago and also losing a run for County Executive against Alan McCarthy four years ago. McCarthy lost his bid for re-election to Hornberger this year in the June Republican primary. (Hornberger won the November general election with 63.4 percent of the vote, to 36.3 percent for her Democratic opponent, Jeff Kase.) 		<description><![CDATA[Unlike national political debates in this election year that have often turned into rhetorical slugfests and personal attacks, a candidate’s forum for the four Republican candidates for Cecil County Executive was a mostly polite question and answer session, with candidates not engaging directly with one another. The most interesting moments came when some candidates had long pauses in their responses and one struggled to describe the programs and policies she would be in charge of if elected. The candidates’ forum, held at Cecil College on 2/27/2020, was hosted this year by the Cecil County Chamber of Commerce, the Cecil County Classroom Teachers Association, and BEPAC, the Business and Education Partnership Advisory Council&#8211; which consists of executives of major employers in the county that support education and job training efforts. In the past, the Chamber alone hosted county candidate forums. The moderator of the latest forum was Mike Ratchford, a Gore executive, chairman of the county’s Economic Development Commission and the Chamber’s government relations committee representative. 		<description><![CDATA[Cecil County Economic Development officials are asking the County Council to approve a list of 20 properties to be added to Enterprise Zones, which receive property tax breaks and other incentives to promote new business opportunities. But some County Council members worried that citizen objections to the proposed mixed-use Southside/Southfields development should be addressed first. Sandra Edwards, county economic development manager, told the County Council on Tuesday (9/2/2019) that the new roster of properties proposed for addition to the Enterprise Zone list is facing a 10/15/2019 deadline for submission to the state and for that reason the County Council is being asked to grant “expedited” status to the request, holding a public hearing on 10/1/2019 and a vote on the legislation the same night.
