		<description><![CDATA[Cecil County Executive Tari Moore has decided to bring all animal control services under county government, buying the Cecil County SPCA shelter in Chesapeake City for about $400,000 and also apparently hiring an unspecified number of new county government employees— potentially with full county pay and benefits—and without yet telling the public or County Council the full costs of her actions. Moore’s administration notified competitive bidders Monday morning that she was killing their bids to provide animal control services, and several hours later issued a brief press release stating, without any budget or cost numbers, that she wanted government employees to operate animal services that in the past were handled by non-profit contractors. She plans to put two animal control officers under the authority of Richard Brooks, the county’s second-highest paid employee, as head of Emergency Services. An unspecified number of shelter employees would be put on the payroll of David Trolio, the head of transportation and senior services who has recently expanded his portfolio into a new Department of Community Services. 		<description><![CDATA[Cecil County Executive Tari Moore has failed to decide among multiple bidders on an 18-month contract for animal control services beginning 1/1/2016, putting off a scheduled recommendation for a contract to the County Council at its Tuesday 11/17/15 meeting and instead scheduling a secret, closed-door meeting with the Council on the issue. As a result, the failure of Moore to present a recommendation to the County Council on the timetable as specified in a “Request for Proposals” or RFP, means that the county administration is foot-dragging so that action will be delayed until close to or after the expiration of the current animal control contract with A Buddy for Life Inc. on 12/31/2015. Under County Council operating procedures and the RFP, a proposed animal control contract was supposed to be submitted to the Council for introduction at its Tuesday evening 11/17/15 legislative meeting, with a vote occurring two weeks later. But now, the earliest a proposed contract could be submitted to the Council would be 12/1/15 with a vote on 12/15/15, with a contractor having just two weeks, including the Christmas holidays, to hire staff and gear up to provide services as of 1/1/2016. 		<description><![CDATA[Cecil County officials hosted a mandatory meeting on Tuesday for groups or individuals interested in bidding on a new contract to provide animal control services, as it was disclosed that the county is interested in using government employees to apprehend strays while contracting out the housing of animals privately. At the same time, a Delaware group—First State Animal Center/Kent County (DE) SPCA—got in seconds under the wire, as the meeting was being adjourned, to get its name on a list of attendees. County officials had said that unless a potential vendor attended the meeting and signed the attendance list, they would be barred from bidding. But while the group is considering getting into animal control in Cecil County, it is embroiled in controversy in its home state, with the result that a Pennsylvania group is about to take over animal control in Delaware.
