		<description><![CDATA[(UPDATED 10:58 pm) Incumbent County Commissioner Robert Hodge overpowered a political neophyte challenger&#8211; backed by Sen. E.J. Pipkin&#8211; to hold on to his District 5 seat in the Republican primary. With 20 precincts reporting, Hodge tallied 63 percent of the vote to 37 percent for Keith Moore. During primary election voting on Tuesday, turnout at the polls was reported “very low” all day, county election officials said. It almost wasn’t a contest in the Republican primary for the new County Council seat in District 5—until a half hour before the filing deadline, when political newcomer Keith Moore suddenly registered as a Republican for the first time and filed to challenge Hodge. Since then, the contest, such as it was, between the two candidates has been overshadowed by a series of negative and distorted robocalls and mailings, paid for by state Sen. E.J. Pipkin (R-36), attacking Hodge and fellow Commissioner Tari Moore (R-2). (Tari Moore is running for County Executive in the GOP primary.) 		<description><![CDATA[The race for Cecil County Council in District 5 so far is a low budget affair but newcomer candidate Keith Moore is taking full advantage of his own printing business to produce campaign materials in his bid to unseat incumbent County Commissioner Robert Hodge in the Republican primary, according to new campaign finance reports filed with the state. As early voting begins Saturday 3/24/12, candidates were required to file their pre-primary campaign finance reports by midnight, 3/23/12. The reports cover the period from 1/12/12 through 3/18/12, and must document contributions, expenditures, and in-kind donations of goods and services to a candidate. Another finance report will be required after the primary. In his report, Hodge showed a prior balance in his bank account of $1,774, with new donations of $405. His expenses totaled $627 and his account showed cash on hand of about $1,552 at the end of the reporting period. Expenses included flyer printing costs and purchase of 18 copies of “How to win a local Election” from Amazon for members of his campaign “team.” Donors included Carolyn Kappra, a real estate agent from Elkton, who gave $150, and Steven Connelly of Rising Sun gave $50. 		<description><![CDATA[For most of the day Wednesday, County Commissioner Robert Hodge (R-5) looked like the luckiest politician in Cecil County: unopposed in the primary or general election in his re-election bid. Democrats had scrambled for months to come up with a candidate to challenge Hodge in the general election. They sought to convince Sharon Weygand, a Democrat who ran a spirited race against Hodge four years ago and lost by a few hundred votes, to challenge him again, sources said, but she declined. Then, Wednesday afternoon, former Elkton mayor James Crouse stepped up to the plate and took one for the Democratic team, filing for the 5th District seat. The County Commissioner seats will become County Council seats after this year’s election. Crouse was a popular multi-term mayor and also served briefly as a state Delegate for Dist. 36 when he was appointed to fill a vacancy. But he lost election to the seat in a race against Michael Smigiel, R, in 2002. Then, with about a half hour to go before the 9 p.m. filing deadline, a last-minute candidate, Keith Moore, Jr., of North East, filed to run against Hodge in the Republican primary.
