		<description><![CDATA[A CECIL TIMES Special Report Cecil County Executive Tari Moore cut nearly $1 million from the Fiscal 2016 budget proposed by Sheriff Scott Adams, who is looking to reorganize operations to better address the county’s crime and illegal drug problems. But the budget setback could undermine or delay some of the changes he wants to make, according to Adams. “Obviously, it’s disappointing,” Adams said of the county executive’s budget plan unveiled this week. As a result, some of his plans for re-organizing operations and developing new initiatives to serve the public will be limited or placed on hold for the immediate future. In an interview with Cecil Times, Adams explained that he gave Moore a detailed four-year plan of where he wanted to take his department, provided a blueprint of the staffing needed to accomplish that mission, and emphasized his commitment to finding new ways to address the rampant drug abuse problem in the county. As part of that plan, Adams proposed adding five additional deputies to the patrol force—to replace some of the deputies who were re-deployed to several anti-drug initiatives&#8211; and three additional community corrections officers as part of a program to co-ordinate with the county’s Drug Court. 		<description><![CDATA[Cecil County’s Sheriff’s Department is bringing on two new four-pawed recruits this spring, training K9 dogs to detect illegal drugs in schools and also serve broader law enforcement duties in the county—at no expense to taxpayers. In an interview with Cecil Times, Sheriff Barry Janney said that he has been working for months on a plan to use money seized from convicted drug dealers to expand his agency’s tools to combat drugs. Discussions have been going on since last summer, especially after Gov. Martin O’Malley met with county officials to address the serious problem of drug overdose deaths in Cecil County, he said. After discussions with County Executive Tari Moore, Janney said he went ahead and retained a consultant to explore the costs, training needs and capabilities of adding canines to the force. A plan was developed to purchase two specially-bred police dogs, recruit two current deputies to be their partners, and put them through an expected six-month training period before the unit will be operational probably by late this summer. “It’s very costly,” Janney said of the process.
