NEWS ANALYSIS Cecil County is about to receive a $9.9 million windfall under the new American Rescue Plan signed into law in March by President Biden but some of County Executive Danielle Hornberger’s budget actions could limit how, and how much, money could be spent to help the county recover from the impacts of the COVID pandemic. At the same time, Hornberger’s proposed Fiscal 2022 budget would reduce allocations to pension funds for first responders, violate budget rules for how capital budget construction costs are allocated, and mislead local residents about her proposals and errors by some of her new political appointees as department heads. Several weeks ago, the National Association of Counties (NACO) did a county-by-county analysis of the American Rescue Plan’s impact on counties around the nation. And those calculations were confirmed in documents released on Monday by the White House, showing that Cecil County will receive a total of $19,948,094 over two years, with the first installment of $9.9 million to be paid this month and the balance paid next year. The state of Maryland will receive $3.7 billion as a one-time payment, plus a special pool of nearly $529,000 that will be available for distribution to […]

A visiting Circuit Court judge ruled late Tuesday (8/18/2020) that Danielle Hornberger can remain on the Republican ballot line in the election for Cecil County Executive, saying that current Executive Alan McCarthy should have filed his challenge to the validity of her candidacy sooner. Judge Thomas G. Ross, a retired Queen Anne’s County judge handling the case here on “senior status” in the state court system, cited “troubling” irregularities in Hornberger’s filing of required candidacy documents But he concluded there was no proof that Hornberger conspired in the apparent falsification and forgery of several official documents required for a candidate to qualify for the ballot. He also held that there was no proof that McCarthy, a distant second place finisher to Hornberger in the primary, would have won the election if her candidacy had been filed properly. McCarthy had asked the court to void the June 2 primary, and declare him the winner or, alternatively, turn the decision on who should appear on the November general election ballot for the Republicans over to the Cecil County Republican Central Committee. Hornberger testified in the Thursday 8/13/2020 court hearing in the case that she was uncertain if she had filed a required […]

A day-long hearing in a Cecil County Circuit Court case seeking to void Danielle Hornberger’s apparently winning campaign for County Executive in the Republican primary election brought new allegations of potential document forgeries and additional revelations of behind-the-scenes contacts between Hornberger and a local elections board official. In addition, it was disclosed for the first time that the Office of the State Prosecutor (OSP) has officially launched a criminal investigation into the matter. Judge Thomas G. Ross, formerly a Queen Anne’s County Circuit Court judge now on senior status and who is hearing the case here, said he would consider the testimony and evidence and render a decision in five days, or Tuesday 8/18/2020. A surprise witness, Lora Walters, the now ousted former deputy director of the local BOE, testified, despite warnings that she could face legal jeopardy if she waived her Fifth Amendment rights. She said she “wanted to tell my story” and denied forging any documents. She had been summoned to appear as a witness, but had avoided being served with the summons, yet she showed up at the hearing without a lawyer. An amended complaint also named Walters as a defendant in the case, which was filed […]
