		<description><![CDATA[NEWS ANALYSIS Never let it be said that perennial candidate and three-time loser Michael D. Smigiel, Sr., doesn’t have any more political tricks up his sleeves, even if they aren’t the sleeves on a Cecil County judicial robe that he desperately wants to wear. Now he’s trying for a two-fer: a judicial seat for himself and his old District 36 state Delegate seat for his son and namesake, Michael D. Smigiel, Jr., a young filmmaker and video photographer. Daddy Smigiel lost his delegate seat in the Republican primary in 2014, when he didn’t even carry his home base of Cecil County in the four-county area covered by District 36. Daddy has also lost a previous run for a judicial seat and lost badly two years ago in a GOP primary challenge to incumbent Congressman Andy Harris (R-1st). Smigiel Sr. filed on Monday as a candidate for a Circuit Court judicial seat, running against incumbent judge Will Davis. Davis was appointed by Gov. Hogan to fill a vacancy on the local bench in 2016 and, under state law, must stand before the voters in this year’s elections for a 15-year term. 		<description><![CDATA[The Cecil County Council has hired James E. Massey, Jr., a former Harford County Council manager and ex-director of that county’s election board &#8211;who was fired after an inquiry into voter registration rolls&#8211; as the new Cecil County Council manager. Massey has more than 35 years experience in local government, including more than two decades with the Harford County library system, four years as manager of the Council, and five years as the director of the Elections Board. Cecil County Council President Robert Hodge (R-5), said that Massey fully explained the situation with the local elections board to Council members and a majority was satisfied that any snafu was unintentional. Hodge said Massey brought a wealth of government experience to help guide the new Cecil County Council in the transition to charter government. Massey is a graduate of McDaniel College (formerly Western Maryland College) and holds a master’s degree in instructional technology from Towson University. He served for many years on the Harford County Board of Elections, whose volunteer members are appointed by the governor, and had decades-long knowledge of election procedures when he was tapped for the staff job of Director of Elections in 2006. 		<description><![CDATA[For most of the day Wednesday, County Commissioner Robert Hodge (R-5) looked like the luckiest politician in Cecil County: unopposed in the primary or general election in his re-election bid. Democrats had scrambled for months to come up with a candidate to challenge Hodge in the general election. They sought to convince Sharon Weygand, a Democrat who ran a spirited race against Hodge four years ago and lost by a few hundred votes, to challenge him again, sources said, but she declined. Then, Wednesday afternoon, former Elkton mayor James Crouse stepped up to the plate and took one for the Democratic team, filing for the 5th District seat. The County Commissioner seats will become County Council seats after this year’s election. Crouse was a popular multi-term mayor and also served briefly as a state Delegate for Dist. 36 when he was appointed to fill a vacancy. But he lost election to the seat in a race against Michael Smigiel, R, in 2002. Then, with about a half hour to go before the 9 p.m. filing deadline, a last-minute candidate, Keith Moore, Jr., of North East, filed to run against Hodge in the Republican primary.
