		<description><![CDATA[NEWS ANALYSIS Many years ago, a crusty, elderly Vermont senator had a solution to end the long Vietnam war: “Declare victory and leave.” But both sides in a war between the town of Rising Sun and the Cecil County government&#8211;over town plans for a major expansion of water service to rural areas, to defray some of the costs of its new $10.5 million water system&#8211; are declaring victory, after a state agency made two relatively minor concessions to the town while accepting the county’s insistence to protect rural and farm areas from development. One side in the local feud seems unwilling to “leave” the battlefield anytime soon. While the county adopted a low-key matter-of-fact tone with presentation of relevant documents, the Town of Rising Sun and its mayor, Travis Marion, went on the political offensive. In particular, portions of the town’s official statement claiming victory in the MDE’s decisions and posted on social media could make a libel lawyer salivate at the potential for a high-fee case. 		<description><![CDATA[In a stunning blow to Cecil County economic development, Artesian Resources has notified the County Commissioners it wants to terminate its agreement to purchase most of the county’s wastewater treatment plants, due to the current political climate in which a majority of the County Commissioners has sought to derail the transaction at every turn, according to informed sources. Artesian representatives met with the Commissioners in a closed door session late Wednesday and delivered their message that they were still willing to purchase the county’s water plants and related infrastructure but they were no longer interested in the four sewage treatment, or wastewater, plants that were part of the original contract, which was signed in 2008. The sudden move by Artesian came as the long-stalled project seemed to be finally moving forward, with a step by the commissioners on Tuesday to allow the county’s outside bond counsel to begin paperwork for a $6 million bond restructuring that would have ultimately paid off the county’s wastewater plant bond obligations and transferred the debt to Artesian as part of the deal. 		<description><![CDATA[The Maryland Public Service Commission has approved the sale of most Cecil County water and sewage treatment plants to the private Artesian firm, rejecting arguments by the Appleton Regional Community Alliance (ARCA) that has battled against the sale for over three years. In an order dated 8/31/11, the PSC ruled that Artesian had “the financial, technical, and managerial resources and qualifications to operate and maintain the water system in Elkton West and in the Elkton West Extended area in Cecil County, Maryland.” Furthermore, Artesian demonstrated, with a detailed analysis by the Maryland Department of the Environment, that the company has significant water resources to more than meet the needs of the area for which the county granted Artesian a franchise, the PSC said. “In addition to its financial, technical and managerial fitness, the Applicants have demonstrated the ability to assure the availability of adequate and reliable water supplies for the foreseeable future from a variety of sources, including Susquehanna River sources that are currently unavailable to the County,” the PSC stated. And the regulatory panel also rejected claims by ARCA that the sale would impair the county’s ability to comply with state and federal anti-pollution mandates for its other operations.
