		<description><![CDATA[[UPDATED with new counts released mid-day Wednesday by election officials] Cecil County voters braved long lines winding around polling places on Tuesday and during a week of early in-person voting, with wait times averaging an hour or so, in a high-stakes election of national and local importance. But even as early voting, election day and most mail-in ballots were counted by Wednesday morning (11/4/2020), there were still more mail-in, military and provisional ballots to be tallied by 11/13/2020, under state law. Despite the wave of early in-person voting and crowds of voters showing up on election day, most voters reported lines moved swiftly and Board of Elections staff were well-organized, including provisions for seniors and the disabled to be seated indoors while place-holder cards secured their place in line outdoors. The key questions for the county were the outcome of a contested race for County Executive and one school board seat, with a Charter amendment pertaining to qualifications to run for County Council also on the ballot. 		<description><![CDATA[The deadline for candidates to file for the April primary elections passed at 9 p.m. on Friday (1/24/2020) with no last-minute surprises in Cecil County, as two late entrants filed several days ago in the County Executive’s race. Four Republicans are competing in the GOP primary while a Democrat is unopposed in his party primary and will face the winner of the GOP primary in the November general election. The luckiest man in county politics is County Council president Bob Meffley (R-1), who is unchallenged in his party primary and Democrats did not field a candidate for the position. At least in theory, the Democrats’ Central Committee could still put forward a candidate after the filing deadline, but the party has not had much success in recruiting candidates for down-ballot races in the past few years. At stake in the 2020 local elections are the County Executive position, the District 5 County Council seat, and two seats on the county school board (which is a non-partisan race.) 		<description><![CDATA[BILL COUTZ DREAMS BIG; CAMPAIGN $ SMALL, LATE AND LATENT Cecil County Council member Bill Coutz (R-2) has finally filed his campaign finance report that was due last week, with fines for his tardiness and a new treasurer and campaign chairman to replace two longtime supporters who resigned from his campaign. And while he has posted a video and told a public meeting of local volunteer firefighters that he will run for County Executive, he still has not filed necessary paperwork to do so. And with just $279 in his campaign account, his political fortune is but a dust speck in comparison with his already declared opponents in the Republican primary election. Coutz failed to comply with state law to report his ongoing campaign committee’s finances for the calendar year 2019, a report that was due 1/15/2020. As a result, he was fined $120; earlier in the day, the fine was listed as still unpaid, but by the close of business on Wednesday state records listed the fine as no longer having an unpaid balance.
