		<description><![CDATA[Cecil County Executive Danielle Hornberger fired the five-member county Ethics Commission on Thursday (1/14/2021) via email, despite the fact that all of them had months or years left on their terms in office under appointments previously approved by the County Council. The commission has always had staggered terms of office, so that the important panel has a reservoir of expertise to guide new members as they join the commission. But Hornberger’s move would sweep away that expertise all at once and instead install a group of newcomers hand-picked by her, unlike previous members who were appointed under different county administrations. She removed two lawyers, who served without pay on the volunteer panel, and would replace them with people with no experience interpreting the complex state and county ethics laws and procedures. Several legal sources contacted by CECIL TIMES said Hornberger had the legal right to fire everyone on the ethics panel, although her action could be considered as an evidentiary matter in any future case against her on ethics or other legal charges. 		<description><![CDATA[NEWS ANALYSIS Even before Danielle Hornberger raised her hand and took the oath of office as Cecil County’s new County Executive on Monday (12/7/2020), some county department heads were already locked out of their computers and within an hour or two ousted from the county administration building in Elkton. The purge was carried out by Dan Schneckenburger, nominated but not yet confirmed as required by the County Council for the Director of Administration position, sources said. Schneckenburger is a two-time election loser in county politics, having served one term on the County Council but losing a bid for re-election to his seat two years ago and also losing a run for County Executive against Alan McCarthy four years ago. 		<description><![CDATA[A CECIL TIMES Special Report NEWS ANALYSIS It almost seems like ancient history in the long battle over opioid drug abuse in Cecil County to see newly disclosed federal statistics on the flood of painkiller pills from 2006-2012, when more than 36 million pills were dispensed in the county—or enough to supply 51 pills to each and every resident per year. But new data showing the extent of the avalanche of drugs dumped locally is still shocking, even as the drug crisis has moved to a new battleground, waged on needle-strewn streets and using anti-overdose nasal sprays aimed at saving the lives of those now addicted to heroin and fentanyl. The Washington Post waged a long freedom of information court battle to obtain records from a Drug Enforcement Administration (DEA) database, covering all opioid pills dispensed between 2006 and 2012, including the names of the manufacturers, distributors, and pharmacies that delivered the opioid pills, such as oxycodone and its brand-name version, OxyContin A Post team created its own searchable database, broken down by states and counties, from the DEA data that was released last week.
