		<description><![CDATA[Lock up the official seal of the state Administrative Office of the Courts (AOC): Mike Smigiel, three-time loser in recent political campaigns including a bid for a Circuit Court judgeship in which he misappropriated the AOC seal, is at it again. The former state Delegate has filed applications for a gubernatorial appointment to both Circuit Court and District Court vacant seats on the Cecil County bench. Also filing an application for appointment to the Circuit Court bench is current Cecil County State’s Attorney Ellis (E.D.E) Rollins, a Republican whose father and grandfather were also judges. It has long been known in local legal and political circles that Rollins wanted to follow in the family footsteps to a court seat, and that he was especially interested in seeking the seat that recently became available due to the retirement of Judge V. Michael Whelan. (Whelan officially retired last fall, but has continued to fill-in on the local bench as a “senior” or retired judge with a limited caseload.) Rollins was previously passed over for a governor’s appointment to two seats on the Circuit Court. 		<description><![CDATA[State election officials have now counted absentee, provisional and overseas ballots to come up with the full results of the April 3 Democratic and Republican primaries for Cecil County candidates. The post-election count of votes did not alter the outcome in any of the contests from the early voting and Election Day results. Overall, the top vote-getter in a contested party primary for a county office was County Commissioner Robert Hodge, with 3,921 votes for the District 5 County Council seat in the Republican primary. Dr. Alan McCarthy was next in line, with 3,824 GOP votes for the District 1 County Council seat. Commissioner Tari Moore, running in a crowded Republican primary for County Executive, pulled in 3,115 votes. County Executive: In the three-way Democratic primary, Pam Howard, the former County Treasurer, won big, with 2,196 votes, or 55 percent. Finishing second was North East Mayor Robert McKnight, with 1,483 votes, or 37.1 percent. In distant third place was political newcomer Winston Robinson, with 313 votes, or 7.8 percent. 		<description><![CDATA[The Cecil County Democrat Club has endorsed two sitting Circuit Court Judges—Keith Baynes, a Republican, and Jane Cairns Murray, a Democrat—in this year’s elections to retain their seats. The bipartisan endorsement parallels a previous move by the Republican Club of Cecil County. Wyatt Wallace, president of the Democrats’ group, said the membership voted unanimously to endorse Baynes and Murray at a meeting last week. “We felt the vetting process they went through was so extensive,” he said, that the two incumbents merited the club’s support. Baynes and Murray were appointed to their seats by Gov. Martin O’Malley, after they were recommended by a judicial nominating panel. A third candidate is on the ballot, Del. Michael Smigiel (R-36), who did not go through the vetting process for appointment to a court seat and chose instead to file as an election challenger this year.
