		<description><![CDATA[Dan Schneckenburger, an engineer and past member of numerous county advisory panels and business groups, filed his candidacy on 1/6/13 for the Cecil County Council seat now held by Michael Dunn (R-3). In the recent past, Schneckenburger, a Republican, was highly critical of Dunn and his fellow members of the old “Three Amigos” majority of the county’s Board of Commissioners—a faction that also included current Council member Diana Broomell (R-4) and former Commissioner James Mullin (R-1). In December, 2011, the Three Amigos refused to re-appoint Schneckenburger as a volunteer member of the Susquehanna Workforce Network board—shortly after he wrote an op-ed column for the Wilmington News-Journal that criticized the Amigos’ majority, calling the group “quite possibly the worst administration in the history of Cecil County.” He criticized the group’s record on “crony” appointees to various boards and commissions and the politically-tinged ouster of the county’s former director of economic development. But in a statement announcing his candidacy this week, Schneckenburger never mentions Dunn’s name or the Amigos and seeks to bolster his credentials as a rock-ribbed conservative Republican: “I strongly support the principles of the Republican Party – with less government, protection of personal property and second amendment rights, and [&#8230;]]]></description>

The Wild West, rhetorical free-for-all of the old Cecil County Board of Commissioners, and the chaotic early days of the new County Council, is morphing into a highly structured panel that is still finding its way among the fine points of its role under Charter government. But at the same time, crucial decisions loom that the panel has yet to address in any substantive manner. Cecil County Executive Tari Moore presented her first budget under the new Charter government last Friday 3/1/13, but the Council, in its first Tuesday worksession meeting on 3/5/13 after the budget unveiling, had but a few words on the subject and they were confined to technicalities of scheduling for hearings and introduction of enabling resolutions. Moore’s budget poses some significant questions about policy and priorities—especially her decision to tap $4 million in county reserve funds to finance annual operating programs—but the Council was essentially silent on that key issue. 		<description><![CDATA[It was a night for crowing a bit about the unanimous success of the five local candidates endorsed for election last year by the Cecil Business Leaders organization but organizers of the group were not resting on their laurels Thursday evening as they urged Cecil County citizens to get involved in re-designing the local political landscape in 2014. The Cecil Business Leaders for Better Government began its life a year ago as a Political Action Committee (PAC) to support candidates reflecting its pro-business agenda in the 2012 primary and general election campaigns. The PAC raised a total of $40,655 during the primary and general election campaigns, according to four financial disclosure reports filed with the state Board of Elections. Most of the donations were from businesses and business men and women in the county and nearby areas. Mario Gangemi, vice president of the group, said that the PAC and its “partners” pumped nearly $70,000 in the 2012 campaigns, explaining later that the PAC worked with some businesspeople who didn’t want to donate directly to the PAC but were willing to donate to individual candidates’ campaign funds.
