		<description><![CDATA[In a much larger than usual voter turnout Tuesday, Perryville voters re-elected James Eberhardt as mayor, repudiating newcomer town Commissioner Michael A. Dawson and his outspoken attacks on town officials and employees. After the polls closed at 7 p.m., the elections board tallied the votes of 495 residents, with Eberhardt winning 320 votes to Dawson’s 175. In past town elections, turnout often tallied no more than 10 percent of an estimated 2,000 eligible voters. But this time, interest in the election ran high among local residents, prompting multiple letters to local newspapers supporting Eberhardt and a “Friends of Jim Eberhardt” group on Facebook. Eberhardt, who is a retired chief financial officer for the U.S. Army Corps of Engineers, won his fifth term as mayor of Cecil County&#8217;s second-largest town just a week after the town council adopted an $8.8 million budget that cut spending and reduced the local property tax rate. The town also recently cut the ribbon on a new town pier that is a cornerstone of the Lower Susquehanna Heritage Greenway and nature trail, providing public water access to the river as part of a federally-supported historic and environmental initiative. 		<description><![CDATA[Commentary The popular TV show, “Mad Men,” about the machinations and over-the-top drama of the early 1960’s advertising game, has nothing on our own MAD Men of Cecil County politics—except perhaps for the broad-shouldered, grown-up suits and wide ties worn by the lead characters on TV. Trade in the suits for baggy, campaign-slogan tee shirts and athletic shoes for walking door-to-door to drop off political advertising flyers as misleading as Don Draper’s Lucky Strike ads on TV, and voila: MAD Men Cecil County style. Looking ahead to the rest of this season’s shows, the MAD Men of Cecil will be playing in the Perryville town election in May and the general election for county-wide offices in November. And there is already an assist from a Harford County conservative activist—who has received lots of political money from Smipkin aligned political committees&#8211; putting a negative “voice” on the Internet into the mouth of our otherwise perpetually silent Cecil County Commissioner, Michael (Mike) Dunn (R-3). 		<description><![CDATA[A Cecil Times Special Report The mayors of Cecil County’s eight municipalities have signed a letter protesting the sudden installation of Michael A. Dawson, a new Perryville town commissioner, as the representative of the county’s towns on the Upper Shore Regional Council. The action was taken, in apparent violation of state law, late last week during an unannounced meeting of the panel convened by members of the Smipkin political organization, with which Dawson is aligned. It was just the latest in a long string of sub-rosa actions involving the USRC, including failure to notify the public of its meetings, attempts to close meetings to the public and press contrary to the state’s Open Meetings Act, failure to post meeting minutes on its website for years, and conducting other business outside public view. During the winter convention of the Maryland Association of Counties (MACO) at a resort in Cambridge, a meeting of the USRC was convened by State Sen. E.J. Pipkin (R-36). County Commissioners from the three counties covered by the regional body—Cecil, Kent and Queen Anne’s counties&#8211; attended but there was no public notice in advance, on the USRC’s website or other public means.
