Faced with a vote to force his recusal from any Cecil County Board of Elections decisions on the County Executive race, Scott Mesneak– a county employee fired by County Executive Alan McCarthy and a highly visible backer of his challenger Danielle Hornberger in the Republican primary election– belatedly agreed Tuesday (5/26/2020) to step aside, after initially refusing to recuse himself from Board decisions in the contest. The in-person meeting of the county Board of Elections (BOE), which was also live streamed on the county website, took up Mesneak’s status as a special new agenda item on “conflict of interest,” following his appointment on 5/13/2020 to fill a GOP vacancy on the five-member bipartisan Board, which has a 3-2 Republican majority. Questions of an appearance of a conflict of interest emerged because of Mesneak’s dismissal by McCarthy from a top county job as the IT director, after many complaints from County Council members, and Mesneak’s highly visible recent activities supporting Hornberger– including photos on her campaign social media pages posing with her while putting up signs for her campaign. Mesneak was recently picked for the Board of Elections post unilaterally by Vincent Sammons, the chairman of the county’s Republican Central Committee, […]

An Appreciation In the tumultuous and often nasty world of recent Cecil County politics, there has always been one shining light, a beacon of fairness, impartiality and calm in the eye of the local political storm– Evelyn Potter, the director of the Cecil County Board of Elections for more than two decades. But it was the end of an era Friday as she officially retired from her post. As she packed up country-themed wooden wall signs and decorative artifacts from her office at the Cecil County administration building in Elkton, Potter sat down with Cecil Times to reflect on her past, her future and the political landscape of the county she has seen first-hand. There were some tears, laughter, and reminiscences as she reflected on her long career ensuring that local elections were conducted fairly, efficiently and with customer service always in mind. “I’m going to miss it,” she said, wiping some tears from her eyes. Potter came to her love for the electoral process, and ensuring its fairness, as a young woman who volunteered to be an election judge—the citizens who help on election day to sign in voters, check registration books, and answer questions from voters. She was […]

Republican Tari Moore made history Tuesday, winning election as Cecil County’s first County Executive by defeating her Democratic rival, Pam Howard, with 52.7 percent of the vote. Republican Alan McCarthy overwhelmingly won election to the District 1 County Council seat and incumbent Robert Hodge (R) won a decisive victory to retain his county commissioner seat on the new Council in District 5. “I am humbled and honored to be part of this historic moment in Cecil County’s history,” Moore posted on her Facebook wall after the results were tallied. Cecil County also re-asserted its increasingly conservative voting patterns, rejecting the winning candidacy of President Obama, the senatorial candidate and ballot questions that won support from a majority of voters statewide. From the tabulation of the early voting counts—after voting hours and days were extended due to the impact of Superstorm Sandy—through the final Tuesday night counts of all 19 county precincts plus the early vote results that are tallied as precinct 20, Moore consistently held the lead in the election returns. Only for a brief period—when the count was at 5 precincts—did the County Executive race get neck and neck, but with Moore still in the lead. The big local […]
