		<description><![CDATA[Cecil County Executive Tari Moore has awarded nearly $400,000 in grants, derived from a local “impact” share of county revenues obtained from the Hollywood casino in Perryville, to a wide array of fire companies, veterans’ groups, social service and charities countywide. As overall revenues from the local casino continue to plummet—due to new competition primarily from the Arundel Live casino—the available local share of grant funds is expected to continue to decline in future years. In the past, the local “impact” grants were doled out by the County Commissioners and initially were restricted to western areas of the county closest to the casino. But a year ago, the commissioners opened up the grant process countywide. And this year, under the new Charter government, the County Executive had full authority to decide who got how much money. Most of Moore’s selections for grants were well-established community organizations and public safety operations, although a few raise questions about their rationale. Some recipients are locally based and some groups operate countywide. But despite the countywide eligibility of individual grant applicants, the new list includes only one group based in southern Cecil County. 		<description><![CDATA[Cecil County Commissioners were asked Tuesday to support spending $100,000 to add sidewalks to a multi-million dollar construction project to upgrade Razor Strap Rd. in North East, in large part because a proposed subsidized housing development would let a Boys and Girls Club use its recreation center. It was the latest example of a local development by the Ingerman Group potentially benefitting from taxpayer expenditures. The county already has underway a three-stage $4.9 million construction project to improve Razor Strap Road, replace a bridge over Stoney Run that washed out some 20 years ago, and rebuild a dangerous intersection at Red Toad Road and Route 40. The Commissioners recently decided to delay some of the construction work in the upcoming Fiscal 2013 capital improvement budget, but the long-term roadwork is still on the county agenda. But as planning for the project proceeds, Scott Flanigan, the county’s director of Public Works, recommended to the Commissioners that they add sidewalks to part of the roadwork because there will be many children walking from other nearby areas, including the Lakeside housing project, to the planned new Boys and Girls Club. 		<description><![CDATA[The developer of the Elkton Senior Housing project asked the Cecil County Commissioners on Tuesday to become a co-owner of a proposed profit-making apartment project in North East in order to get state subsidies for low-income housing and a new home for the Boys and Girls Club of North East. The project, called “New East Crossing,” is proposed by the Ingerman Group, of Cherry Hill, N.J., which also developed the Elkton apartments for the elderly that opened recently. David Holden, the developer’s representative, told the County Commissioners that the project needed the county as a co-owner in order to get state Rental Housing Partnership money. He said the county’s only financial contribution would be to waive permit fees and that any future liability would be covered by insurance. He said there was the possibility that the county might get a share of profits from the project in the future. The county would be given a 20 percent share in the ownership group. The project would be located on Razor Strap road, off Route 40 in North East. A site plan sketch submitted to the commissioners did not identify the parcels included in the more than 9 acre project.
