		<description><![CDATA[Cecil County Executive Alan McCarthy reflected on his four months in office Thursday (3/30/2017) as a “hectic” but “educational experience,” with steps already taken to reorganize county government, re-order transportation priorities, and promote business development. But he warned that the county faces a fiscal “empty bag” due to stalled revenues, rising costs, state spending mandates and past county government policies. McCarthy spoke at an event sponsored by the Cecil Business Leaders for Better Government (CBL), a political action committee that supported his candidacy in the 2016 elections, at Schaefer’s in Chesapeake City. The gathering was billed as marking the new county executive’s first 100 days in office, but the timing was a bit off: McCarthy said his calendar pegged his tenure as 117 days, “but who’s counting?” The new county executive will unveil his first budget on Friday, for the 2018 Fiscal year, and without going into any financial details, McCarthy indicated that there would be difficult choices ahead. 		<description><![CDATA[As the Cecil County Council begins deliberations on the county’s budget for the upcoming fiscal year, county finance officials told the Council that despite the still lagging economy the county’s general budget funds are expected to end the current fiscal year just $25,000 off target. But the county’s so-called “enterprise funds”—such as water and sewage treatment accounts that are supposed to be self-supporting by fees paid by users of the services—are still costing more than they bring in from user fees. As a result, those funds are incurring IOUs to the county’s general funds that are supposed to only support countywide services to all taxpayers. County Director of Finance Winston Robinson told the Council on Tuesday that although revenues from the state’s pass-through of the county’s share of income tax revenues is about $1 million off previous projections, increased revenues from other sources have offset much of the slack. “I feel happy and thrilled,” Robinson said, that his department’s projections were so close to the mark. Cecil County’s unemployment rate is still higher than the state average, and job growth here is often stymied by the lack of infrastructure that attracts new businesses to other nearby areas. 		<description><![CDATA[Port Deposit mayor and former county commissioner Wayne Tome has filed as a candidate for the Cecil County Council in this year’s elections, seeking to regain the District 4 seat he lost in 2010. Tome is also the first Democrat to file in this year’s Council races, in which three seats are at stake: Districts 2, 3, and 4. Republicans have already filed in those districts. He formally announced his candidacy during a weekend event at the Carriage House in Port Deposit, the historic old Jacob Tome property in the waterfront town. “We need to get back to the stage we were trying to set before we got derailed for the past few years,” Tome said in an interview with Cecil Times.
