		<description><![CDATA[Cecil County Executive Alan McCarthy reflected on his four months in office Thursday (3/30/2017) as a “hectic” but “educational experience,” with steps already taken to reorganize county government, re-order transportation priorities, and promote business development. But he warned that the county faces a fiscal “empty bag” due to stalled revenues, rising costs, state spending mandates and past county government policies. McCarthy spoke at an event sponsored by the Cecil Business Leaders for Better Government (CBL), a political action committee that supported his candidacy in the 2016 elections, at Schaefer’s in Chesapeake City. The gathering was billed as marking the new county executive’s first 100 days in office, but the timing was a bit off: McCarthy said his calendar pegged his tenure as 117 days, “but who’s counting?” The new county executive will unveil his first budget on Friday, for the 2018 Fiscal year, and without going into any financial details, McCarthy indicated that there would be difficult choices ahead. 		<description><![CDATA[Governor Larry Hogan’s recently proposed Fiscal 2016 state budget would cut local impact aid to counties and communities where gambling casinos are located, including a $372,000 hit on Cecil County’s aid from the Hollywood Casino in Perryville. An analysis of the budget proposal by the General Assembly’s non-partisan Department of Legislative Services said that the budget proposal would re-direct over $3.8 million in Fiscal 2016 statewide from local casino impact aid to the state’s education trust fund, to which the casinos already contribute a share of their revenues. The shift in funds would enable Hogan to cut an equal amount of state general funds currently allocated to education. The aid cut would also affect the town of Perryville, which receives 35 percent of the impact aid generated by the Hollywood Casino under an agreement with the county government. So the proposed aid cut would diminish the county’s share by nearly $242,000 and the town’s share by over $130,000. The local impact aid is supposed to help counties and towns cope with costs associated with providing fire, police and emergency services as well as road improvements and other projects in the area of the casinos. 		<description><![CDATA[Cecil County Executive Tari Moore has awarded nearly $400,000 in grants, derived from a local “impact” share of county revenues obtained from the Hollywood casino in Perryville, to a wide array of fire companies, veterans’ groups, social service and charities countywide. As overall revenues from the local casino continue to plummet—due to new competition primarily from the Arundel Live casino—the available local share of grant funds is expected to continue to decline in future years. In the past, the local “impact” grants were doled out by the County Commissioners and initially were restricted to western areas of the county closest to the casino. But a year ago, the commissioners opened up the grant process countywide. And this year, under the new Charter government, the County Executive had full authority to decide who got how much money.
