		<description><![CDATA[NEWS ANALYSIS “And it’s one, two, three strikes you’re out, at the Old Ball Game.” The Cecil County Council stepped up to the legislative plate against the Hornberger administration this week but struck out, after some verbal swings at bat, on three major issues: the secret installation of a member of the Ethics Commission after the Council had turned down her nomination; a bond bill giving the county executive unilateral fiscal powers that the Council rejected last fall; and a sudden $2.1 million raid on reserve funds for schools spending just weeks after the county executive claimed she wouldn’t raid the reserves in her new budget. On the bonds and reserve funds measures, the administration of County Executive Danielle Hornberger (but not Hornberger herself, who personally stayed far away from the fray) had the Council over a fiscal barrel by claiming the county would suffer fiscal harm if her demands were not met immediately—a loss of possible revenues from re-financing bonds at potentially lower interest rates, and an unforeseen (at least by this administration) need to come up with more money to comply with state schools funding requirements. 		<description><![CDATA[A CECIL TIMES Special Report Cecil County Sheriff Scott Adams has signed an agreement with the federal Immigration and Customs Enforcement agency to co-operate with ICE to identify and turn over Detention Center inmates who are being sought as illegal immigrants. But the county is not participating in a separate federal program that would rent out space at the county jail to hold people awaiting court decisions on immigrant status cases. In response to questions from CECIL TIMES, Adams acknowledged his agency’s new pact for participation with ICE and emphasized that his deputies would not be stopping drivers to inquire about citizenship status or actively seeking out people who might be in the US illegally. “This is just a matter of running background checks on the ICE computer system for people who have already been convicted on local charges,” Adams said in an interview with CECIL TIMES. Inmates would serve their court-ordered jail time after conviction in local courts, he said, and then turned over to ICE if they had outstanding warrants in immigration cases. “We do background checks on incoming inmates all the time,” Adams said. Governor-Elect Larry Hogan is hosting a breakfast meeting in Annapolis on Tuesday 12/9/14 at the swank Treaty of Paris restaurant with the five Republican County Executives in the state, including Cecil County Executive Tari Moore. But the seating arrangements at the intimate gathering could be a bit awkward. That’s because another attendee is Alan Kittleman, the newly elected GOP County Executive in Howard County. Moore endorsed his Democratic opponent, Courtney Watson, in the November election—much to the dismay and amazement of local and state fellow Republicans.
