		<description><![CDATA[Cecil County Council members were all aboard the budget bus Tuesday evening (4/25/2017) when they reviewed Fiscal 2018 spending plans for the county’s bus transit, senior citizens’ and other programs, even as the services have grown in size and scope. The Council is looking for ways to save money in the upcoming budget year, in an effort to mitigate proposed increases in the county property tax rate and a rise in the “piggyback” income tax rate. But there didn’t seem to be any inclination to trim anything from the $2.58 million it costs the county to operate the Department of Community Services. The department, headed by David Trolio, had a mini-bus service and seniors’ programs at the core of its portfolio for many years, but on his watch the agency has grown to include animal services, health-related programs, youth assistance, housing aid, and broader transportation planning projects as well as greatly expanded bus services. Trolio said he anticipated bus ridership of almost 100,000 seats filled during the current Fiscal 2017 budget year. 		<description><![CDATA[Cecil County home and business property values rose by a combined rate of about 6 percent in new state property tax assessments in northern areas of the county in 2016, providing some welcome news for homeowners looking to sell their houses as well as a potential boost in revenues to the Cecil County government as it drafts a new budget in the next few months. The State Department of Assessments and Taxation (SDAT) announced a few days ago that the sluggish real estate market in the state was showing new signs of life, with statewide property value increases for homes of 6.4 percent while business/commercial property values rose 13.6 percent. In Cecil County, assessments in one-third of the county rose by 6.1 percent for homes and 6 percent for business/commercial properties. The property value rise could generate over $100 million in additional taxable property value and perhaps an extra $1 million in revenues, even after accounting for “homestead” tax credits for full-time residents owning their homes. 		<description><![CDATA[Cecil County health officials count 191 homeless people in Cecil County— a count achieved without anyone from the agency going to the tent encampments where many homeless people live— while Cecil County Public Schools (CCPS) count 720 students who are considered homeless. The discrepancies stem, at least in part, from the health and CCPS officials using different definitions under different federal laws. But advocates for the homeless say the numbers are closer to the schools’ assessment and more needs to be done to help. During a meeting of the county Board of Health— consisting of the County Council, County Executive Tari Moore and Stephanie Garrity, the county Health Officer— on Tuesday, county government officials from health, social services and housing agencies outlined their count of the homeless and various federally-funded programs with grants to those agencies totaling about $290,000 a year.
