		<description><![CDATA[NEWS ANALYSIS It was a snowy December night in Middletown, DE a decade or so ago, when the Delaware Department of Transportation (DELDOT) held a public meeting to showcase its plans for a Route 301 toll road around the rapidly growing town. Mark Tudor, the project director, glibly touted the glossy pictures and charts around the room, and responded dismissively to citizens’ questions. But he wasn’t quite prepared for Santa Claus. Outside the meeting, Dr. David Beste, a veterinarian and owner of the Middletown Veterinary Hospital, wore a Santa suit, accompanied by a four-legged crew of protestors, with faux antlers on their heads and signs around their necks. “I need my Vet;” “Don’t take my Doc,” and “Pets, not trucks,” were a few of the canine complaints. DELDOT wanted to put toll booths and/or approach lanes for toll collection on the hospital property, located at the intersection of 301 and Del. 299, taking a huge swath of the site where Beste had just completed a major expansion and renovation of his hospital, located a short distance from Warwick in Cecil County, MD. The road plan would have made his property unusable for a vet hospital and negated his major investment [&#8230;]]]></description>

		<description><![CDATA[Governor Larry Hogan delivered his first “state of the state” address on Wednesday 2/4/15, promising to reinstate some road aid to the counties—but the fiscal reality is that Cecil County might get just a few extra peanuts and not a substantive boost in state road and bridge repair aid that has been cut by over 90 percent in recent years. Hogan also promised some help for military, police and emergency responder retirees with a phase-in of income tax reductions on their retirement pensions. And, in fulfilling a campaign pledge, Hogan promised to seek repeal of the so-called “rain tax” imposed on Western Shore counties, but not Cecil County, to offset costs of dealing with storm water runoff that pollutes streams and the Chesapeake Bay. The new governor, who ran on a platform to make the state more “business-friendly,” also proposed revisions in the state’s “personal property” tax that is actually a business inventory tax and which has been cited by small business groups as a deterrent to new business location in the state. 		<description><![CDATA[When Cecil County elected officials and members of the state delegation representing the county in Annapolis—all Republicans&#8211; met this week to discuss legislative priorities for 2015, it was a lovefest of optimism for the administration of Governor-elect Larry Hogan. But some officials cautioned that a looming state budget crisis means that there may not be any immediate fiscal help for Cecil County. The best the county can hope for short-term, several officials said, would be some relief from regulations imposed by Annapolis on local land use decisions, environmental mandates, and regulatory burdens that discourage business development. Cecil County Executive Tari Moore, all five members of the County Council, and all Delegates and Senators representing Cecil County attended the meeting at the county administration building in Elkton. But two Democrats —Del. David Rudolph and Del Mary-Dulaney James— who were fixtures for many years at similar sessions in the past were no longer in the room. Rudolph was defeated for re-election from his Cecil County district while James lost a bid for a Harford County-based Senate seat.
