		<description><![CDATA[Cecil County Council member Jackie Gregory (R-5) violated county ethics rules with “an appearance of a conflict of interest” by holding a job as a substitute teacher for county schools at the same time as she served on the County Council and voted on school budgets and appropriations, according to a report by the county Ethics Commission. Gregory, who is seeking re-election to her County Council seat in District 5 in the 6/2/2020 Republican primary election, has repeatedly contended in campaign statements and flyers that the ethics probe of her conduct was politically motivated and an attempt by County Executive Alan McCarthy to silence her. In fact, last November it was Gregory herself who first disclosed her work as a substitute teacher and expressed her defiance of county ethics and Charter rules. It was not until over a month later – on 12/9/2019&#8211;that a private citizen filed a complaint with the Ethics Commission, the report said. 		<description><![CDATA[Residents of three Earleville area communities told state environmental officials Saturday 9/27/14 that they must receive safe, clean drinking water before the US Army Corps of Engineers gets possible state approval for resumed dumping at its nearby Pearce Creek site, which has polluted area aquifers and drinking water wells. About 100 area residents attended the meeting at Cecilton Elementary School, during which state, federal and Cecilton town officials outlined the process for re-opening the dumpsite and a proposal to run a pipeline about eight miles from the town of Cecilton and hooking up existing homes to the municipal water system. The three communities affected by the dump, located at the end of Pond Neck Road, are West View Shores, Bay View Estates and Sunset Pointe. Citizens demanded immediate provision of bottled water by the Corps until the pipeline is completed; assurances of full repair of private community roads that would be dug up to install pipes; monitoring of future water quality in the area—including beaches adjacent to the dump area—if dumping is renewed; and speeding up the construction timetable for the water line to coincide with any renewed dumping at Pearce Creek. 		<description><![CDATA[There were tears from farm families fearful of losing their land legacy, taunts from property rights advocates and angry outbursts by Cecil County Commissioner Diana Broomell against her critics and a fellow commissioner, as an overflow crowd jammed a public hearing in Elkton Tuesday night on a proposed ‘tier” land preservation map endorsed by a three-vote majority of the Commissioners. The comments were spirited and overwhelmingly against the proposal. But at one point the verbiage spilled over into an attack by Broomell (R-4) against members of the Cecil County Patriots, the local “tea party” group that has been outspoken against the plan, and yet another attack by Broomell on her fellow county commissioner, Robert Hodge (R-5). Broomell was a prime architect of the so-called “Draft 4” version of the “tier” maps that are being drawn under directives from new state legislation designed to control land development as part of Chesapeake Bay clean-up efforts. But the core of the local controversy that played out at the public hearing was whether the “Draft 4” map puts too much privately-owned land into a no-growth category, well beyond what the county’s relatively new Comprehensive Plan called for.
