		<description><![CDATA[A sudden onslaught of COVID-19 cases at Calvert Manor nursing home in Rising Sun, with patients and staff testing positive for the virus, prompted emergency steps Saturday to bring in a special state medical “strike force,” including the National Guard. And new zip code data released Sunday by the state show Elkton and Rising Sun are the prime locations of confirmed infections in Cecil County. As of Sunday morning, there were 82 confirmed cases of the virus in the county, including one fatality. The numbers of confirmed cases have grown exponentially in recent days, from 17 cases reported by the local health agency on Wednesday 4/1/2020 to the 82 cases reported on Sunday 4/12/2020. As of Saturday afternoon, there were no known cases at other nursing homes in the county but local health officials admitted that they lacked sufficient testing supplies to verify virus status at other facilities. In Cecil County, the new state reporting of cases by zip codes showed Elkton with 37 cases and Rising Sun with 14 cases. 		<description><![CDATA[Cecil County now has 3 confirmed cases of the COVID-19 coronavirus, prompting County Executive Alan McCarthy to issue a “declaration of emergency” on Monday to accelerate county access to state emergency services and supplies programs. In addition, Gov. Larry Hogan ordered closure of all “non-essential businesses” while announcing several new programs to aid small business affected by the pandemic. Speaking during a Facebook Live online press conference, McCarthy announced two new confirmed cases in Cecil County: a male in his 50s who lives in Elkton, and a female in her 40s who lives in Elkton. The first confirmed case, announced on Sunday, involved a woman in her 20s in the western area of the county. McCarthy further identified that patient’s location as the Rising Sun area. 		<description><![CDATA[NEWS ANALYSIS Cecil County will have a new, non-local Health Officer with impressive educational credentials and experience in public health issues, taking over an agency that has struggled to address the drug crisis even as a new state report shows the county again has the second-worst opioid overdose death rate in Maryland. Cecil County Executive Alan McCarthy has announced his selection of Lauren Levy, of Towson, as the new health officer, coming to the county from executive and research positions in public health with the University of Maryland School of Medicine and School of Law. She will replace Laurie Humphries, a veteran employee of the local Health Department, who has been the Acting Health Officer since Stephanie Garrity announced her retirement in mid-2018.
