		<description><![CDATA[Cecil County Executive Alan McCarthy wants a new Interstate 95 interchange to serve new businesses coming to the Principio business park and has reinstated commuter rail expansion in Cecil County as top priorities, in contrast to a puzzling push last year by former county executive Tari Moore to make a bus garage and pie-in-the-sky rail station in North East her top priority for state transportation aid to the county. McCarthy outlined his transportation priorities in a letter to State Secretary of Transportation Pete Rahn that was submitted to the County Council on Tuesday (3/21/2017), as part of an annual process to set county priorities. Members of the Council generally welcomed McCarthy’s new priorities. A new interchange on Interstate 95, at Belvedere Road, would serve the Principio Business Park, where several major new warehousing operations are under construction, including an Amazon “fulfillment center” expected to create 700 jobs and a “distribution center” for Lidl, a German grocery operation that is entering US markets for the first time. 		<description><![CDATA[The long battle royale over boosted tolls at the Hatem Bridge that links Cecil County to the rest of Maryland has taken on a new twist: the state wants to eliminate cash toll payment lanes and force motorists to use electronic EZ Pay transponders—or face a $12 fee, including a $4 penalty over the current $8 cash toll. But Del. David Rudolph (D-35) said Tuesday he plans to introduce legislation in the General Assembly to stop the state proposal in its tracks. Deborah Sharpless, deputy Executive Secretary of the Maryland Transportation Authority, told the Cecil County Council on Tuesday that the state wants to eliminate the toll booths at the Route 40 span that links Cecil and Harford Counties as a cost-saving measure that would also improve traffic flow over the bridge. She justified the proposal by saying that 91 percent of the motorists now using the bridge pay tolls by EZ Pass electronic transponders. In 2011, the MTA proposed elimination of a traditional $10 a year decal for unlimited trips over the bridge and initially insisted upon a mandatory EZ Pass transponder plan that would have forced Cecil County residents to pay $36 a year, plus $1.50 a month [&#8230;]]]></description>

		<description><![CDATA[It’s RIP for the Hatem Bridge discounted toll decal but Cecil County residents won a major victory Thursday with a revised state proposal that would keep the toll at $10 a year with a free EZ Pass transponder. The Maryland Transportation Authority is expected to approve the revised plan next week, according to state Sen. Nancy Jacobs (R-Harford-Cecil.) “I’m delighted, and a bit flabbergasted,” Jacobs told Cecil Times after the independent transportation panel backed down, during a worksession in Baltimore, from a massive toll hike plan that would have divided Cecil and Harford counties and imposed costly burdens on residents who use the Hatem Bridge over the Susquehanna River like a local street. Initially, the decals would continue for a year, until September 2012, under the revised plan. Then local residents would be able to obtain a free EZ Pass transponder with no monthly maintenance fees, and a $10 annual fee, the same as decals cost now. But that fee would double, to $20, in 2013. Jacobs said an important concern for many local residents had also been addressed: they will not need to have credit cards to obtain a Hatem-only transponder or pay the annual fee.
