		<description><![CDATA[Lights, Camera, Campaign: Broomell Mouths Off, Again When last we visited the election-year drama of Councilor Diana Broomell (R-4), she had toned down her act, under the watchful eye of a county Sheriff’s deputy summoned to a County Council worksession to keep the peace after she previously told another lawmaker to “shut up.” But, in a closed-door meeting on Tuesday, and at a public worksession with her personal videographer’s camera rolling, Broomell again hit the verbal panic button. During a closed-to-the-public executive session&#8211; permitted under the state’s open meetings law because it was called to discuss a “negotiating strategy” or a “bid or proposal”—Broomell got agitated and once again told fellow Councilor Joyce Bowlsbey (R-2) to “shut up,” sources told Cecil Times. Bowlsbey took offense at the insult and walked out of the meeting room, and then the meeting was immediately adjourned. It was the second time recently that Broomell has exercised her vast repertoire of verbal insults with those same words, directed against Bowlsbey. In late February, during a discussion of approval of the minutes of a previous worksession, Broomell told Bowlsbey to “shut up” because Bowlsbey raised a “point of order” on a procedural step. 		<description><![CDATA[Former Commissioners’ 2002 Move Paves Way for Extra Revenues to County Now Who needs a fading casino when a little-known small power plant near the Pennsylvania state line has been a goldmine of revenues to Cecil County— providing a total of $54.2 million over 20 years? And what could be better than a new expansion of that facility that will bring in a proposed additional $40.7 million? Some members of the government establishment in Elkton were falling all over themselves recently to try to claim credit for a proposed new expansion of the Rock Springs power plant facility. But if a majority of the old three-member Board of Commissioners had not put the wheels in motion in 2002, there wouldn’t be any cause for political crowing now—and taxpayers’ might have had to foot a much larger burden for basic county government services for the past ten years. It was in 2002 when a two-member majority—Commissioners Nelson Bolender and Harry Hepbron—agreed to support construction of the Rock Springs power plant, located off Route 222 near the state line. 		<description><![CDATA[There were tears and laughter—much, much laughter—as Cecil County residents gathered on Tuesday to say farewell to Nelson Bolender and celebrate the life and legacy of the county’s premiere educator and government leader. Bolender, the former principal of North East and Elkton high schools and the two-term president of the Cecil County Board of Commissioners, was laid to rest on 2/19/13 after an overflow crowd attended his funeral services at the Elkton United Methodist church. Current and former county government officials, teachers and citizens all joined together with Bolender’s family to honor his memory. Bolender died suddenly last Thursday, 2/14/13. An honor guard of Cecil County Sheriff’s Department deputies flanked the entry to the church sanctuary, and Sheriff Barry Janney—often choking back tears—spoke in Bolender’s honor. “Nelson did more for public safety,” Janney said, “than anyone in history” in Cecil County. On Bolender’s watch as president of the Commissioners board, the county bolstered the law enforcement officers pension program, which until that time had never had a retiree because the benefits were so low. Bolender and his Commissioner board ally, Harry Hepbron, pushed through a major upgrade of the pension system and celebrated the first-ever retiree from the county Sheriff’s [&#8230;]]]></description>
