The Cecil County Council made a strategic retreat Tuesday evening (2/2/2021), voting to rescind its previous refusal to consider five nominations by new County Executive Danielle Hornberger to the county’s Ethics Commission after she summarily fired all five sitting members. Faced with a threat that she would install her picks unilaterally if the Council refused to act on the nominations, the Council revived the nominations but pledged to carefully “vet” the nominees before voting on them in two weeks. It was a day-long dance of procedural points between the Council and county administrator Dan Schneckenburger, who refused to re-submit the nominees’ names as requested by the council, since they viewed the previous submission as deeply flawed procedurally. Instead, he claimed that the Council’s refusal to act two weeks ago set a ticking 30-day clock and Hornberger could, and would, seat her choices with or without Council approval. During hours of discussions on the nomination process at an afternoon worksession and an evening legislative session, Council members made clear that their concerns were with the process of Hornberger’s unilateral actions and their implications for ignoring the powers of the Council under the county Charter, and not a verdict on the qualifications […]

Cecil County Executive Tari Moore told a standing room only crowd of about 200 citizens Tuesday evening that her administration will not abandon the Stemmer’s Run boat ramp in Earleville and she will seek state grant funds to build a breakwater, at an unknown cost, in the adjacent Elk River to protect the ramp. It was a public about-face from the earlier presentation to the County Council by her administration that it was considering not renewing a free lease with the state that expires in December. Clyde VanDyke, the county parks and recreation director, had said he was reluctant to spend the $5,000 currently spent per year to mow grassy areas near the ramps, pier and parking lot. After an outpouring of support for continued operations of the boat ramp from local residents and boaters for one of only three public ramps operated by the county, County Council members said they had been privately assured that the ramp would remain open and the lease renewed. But the county administration did not provide a public statement to that effect, and scheduled the meeting for Tuesday evening at the Parklands community meeting room in Cecilton, after moving the site from the tiny […]

Election day poll workers in Cecil County usually stock a supply of sunscreen, water bottles and signs to wave on behalf of their preferred candidates outside polling places. But an incident Tuesday morning indicates that hockey faceguards might also be in order: a candidate for the Cecil County Republican Central Committee says he was bitten on the nose by a key supporter of Cecil County Council member Diana Broomell (R-4) after a verbal dispute. Eyewitnesses to the incident, which occurred shortly before 9 a.m. at the Elk Neck Elementary School polling place, confirmed that Harold McCanick, a candidate for the county’s Republican Central Committee, was apparently physically attacked outside the polling place after a verbal dispute with Walter Rozanski, a longtime close political ally of County Councilor Broomell and who was wearing a pro-Broomell campaign tee-shirt at the time. McCanick, an outspoken local political figure who has often criticized Broomell, told Cecil Times that he verbally challenged Rozanski about his unauthorized use of a photo of McCanick’s wife on a Facebook posting with a political commentary made by Rozanski. The discussion grew heated and then Rozanski suddenly lunged at him, McCanick said, and bit his nose. An eyewitness, Chris Ann […]
