		<description><![CDATA[The deadline for candidates to file for the April primary elections passed at 9 p.m. on Friday (1/24/2020) with no last-minute surprises in Cecil County, as two late entrants filed several days ago in the County Executive’s race. Four Republicans are competing in the GOP primary while a Democrat is unopposed in his party primary and will face the winner of the GOP primary in the November general election. The luckiest man in county politics is County Council president Bob Meffley (R-1), who is unchallenged in his party primary and Democrats did not field a candidate for the position. At least in theory, the Democrats’ Central Committee could still put forward a candidate after the filing deadline, but the party has not had much success in recruiting candidates for down-ballot races in the past few years. At stake in the 2020 local elections are the County Executive position, the District 5 County Council seat, and two seats on the county school board (which is a non-partisan race.) Also on the ballot is the US House seat in District 1, which covers all of the Eastern Shore, including Cecil County, and parts of Harford, Carroll and Baltimore counties. 		<description><![CDATA[NEWS ANALYSIS Cecil County’s community hospital, the more than century-old Union Hospital in Elkton, is merging with ChristianaCare in Delaware, bringing the struggling local hospital into the fold of the nationally recognized teaching hospital and trauma center that dominates health care in the First State. While many questions remain about the practicalities of the merger, the fact that the local hospital will survive is a welcome outcome that had been in some doubt for several years. Union will lose its independence and much of its identity in the agreement, which was announced Thursday (1/2/2020) after officially taking effect on January 1. The 72-bed local hospital will be officially known as ChristianaCare-Union Hospital and its Elkton real estate, which includes medical office space, will be dubbed “ChristianaCare-Cecil County.” Union, and its parent organization Affinity Health Alliance, now joins the Delaware institution which operates its main hospital in Newark, DE, Wilmington Hospital in that city, and the ChristianaCare emergency hospital in Middletown, DE. 		<description><![CDATA[A CECIL TIMES Special Report Cecil County Sheriff Scott Adams has signed an agreement with the federal Immigration and Customs Enforcement agency to co-operate with ICE to identify and turn over Detention Center inmates who are being sought as illegal immigrants. But the county is not participating in a separate federal program that would rent out space at the county jail to hold people awaiting court decisions on immigrant status cases. In response to questions from CECIL TIMES, Adams acknowledged his agency’s new pact for participation with ICE and emphasized that his deputies would not be stopping drivers to inquire about citizenship status or actively seeking out people who might be in the US illegally. “This is just a matter of running background checks on the ICE computer system for people who have already been convicted on local charges,” Adams said in an interview with CECIL TIMES. Inmates would serve their court-ordered jail time after conviction in local courts, he said, and then turned over to ICE if they had outstanding warrants in immigration cases. “We do background checks on incoming inmates all the time,” Adams said.
