		<description><![CDATA[Cecil County Economic Development officials are asking the County Council to approve a list of 20 properties to be added to Enterprise Zones, which receive property tax breaks and other incentives to promote new business opportunities. But some County Council members worried that citizen objections to the proposed mixed-use Southside/Southfields development should be addressed first. Sandra Edwards, county economic development manager, told the County Council on Tuesday (9/2/2019) that the new roster of properties proposed for addition to the Enterprise Zone list is facing a 10/15/2019 deadline for submission to the state and for that reason the County Council is being asked to grant “expedited” status to the request, holding a public hearing on 10/1/2019 and a vote on the legislation the same night. That didn’t sit well with Council President Bob Meffley (R-1), who said, “My phone’s been blowing up” with citizen objections to the Southside project, a mixed use development including industrial, retail and residential components on a 650-acre tract, between Pulaski Highway/Route 40 and Frenchtown Road, within the town limits of Elkton. 		<description><![CDATA[The Cecil County Council adopted the new Fiscal 2016 budget just a few weeks ago but now that the new budget year began July 1, the panel is considering several budget amendments to boost or shift around spending and the county executive is asking for an expedited approval process that would shorten the time citizens have to review or comment on such budget changes. In addition, the county administration is proposing an accounting change that would shift grant funds into a separate account—rather than being included in the budgets of individual departments that receive the grants—and accumulate an estimated $7 million in grants in the new account. That step, while providing a one-stop insight into the full range of state and federal grants received by the county, could also create the impression of $7 million in lower expenditures in departmental budgets next year, when a new budget will be crafted in the midst of an election year. 		<description><![CDATA[Dan Schneckenburger, an engineer and past member of numerous county advisory panels and business groups, filed his candidacy on 1/6/13 for the Cecil County Council seat now held by Michael Dunn (R-3). In the recent past, Schneckenburger, a Republican, was highly critical of Dunn and his fellow members of the old “Three Amigos” majority of the county’s Board of Commissioners—a faction that also included current Council member Diana Broomell (R-4) and former Commissioner James Mullin (R-1). In December, 2011, the Three Amigos refused to re-appoint Schneckenburger as a volunteer member of the Susquehanna Workforce Network board—shortly after he wrote an op-ed column for the Wilmington News-Journal that criticized the Amigos’ majority, calling the group “quite possibly the worst administration in the history of Cecil County.” He criticized the group’s record on “crony” appointees to various boards and commissions and the politically-tinged ouster of the county’s former director of economic development. But in a statement announcing his candidacy this week, Schneckenburger never mentions Dunn’s name or the Amigos and seeks to bolster his credentials as a rock-ribbed conservative Republican: “I strongly support the principles of the Republican Party – with less government, protection of personal property and second amendment rights, and [&#8230;]]]></description>
