		<description><![CDATA[NEWS ANALYSIS It took a week for the official paperwork to be posted in state elections records, but Ewing McDowell’s candidacy for Cecil County Executive is now official: the Rising Sun farm businessman is in the GOP primary race. But another potential rival—Danielle Hornberger—is playing coy as her husband, state Del. Kevin Hornberger (R-35), touts a fundraiser guessing game, asking people to pay money to learn what her political plans are. Even in Cecil County, where politics is often an oddball game, the Hornbergers are throwing a new pitch from right field. “Danielle Hornberger for ??? Give it your best shot, Guess what Danielle’s running for,” Mr. Hornberger declared on social media and in emails, soliciting attendance at a 10/3/2019 “piggy roast” with a “minimum donation of $20” to attend and seeking “sponsorship” donations as well for the event at which his wife will reveal her political plans. Mrs. Hornberger has filed required state Board of Elections paperwork to register a campaign finance committee but so far has not filed a certificate of candidacy stating what office she is running for. 		<description><![CDATA[HOGAN ‘GREEN BAG’ has CECIL COUNTY HOLE; STATE CAPITAL $ to CECIL LAGS The annual rite of Annapolis, the governor’s “Green Bag” of appointments to various influential and inconsequential state boards and commissions, came out recently and as usual Cecil County was bypassed for anything of consequence. Just one local name was put forward, for a social worker licensing oversight panel. In contrast, Governor Larry Hogan touted how many of his new 169 appointees would be dealing with important job creation and economic development initiatives—and they hail from the Baltimore area and the Montgomery/Prince George’s counties urbanized areas. But even some other more rural areas fared better than Cecil County in getting appointees to panels that matter. The “Green Bag,” so-named for its presentation to the General Assembly in a historic, ceremonial green velvet bag containing a list of names for appointments to various state panels, was sent to legislators 2/19/16, with Hogan touting the fact that 10 percent of the appointees would be dealing with important economic and business development initiatives such as the Maryland Economic Development Commission or the Maryland Economic Development Corporation (MEDCO) Board of Directors. Hogan’s ‘Green Bag’ Appointments Bypass Cecil on Key Posts New Maryland Governor Larry Hogan recently announced hundreds of appointments to various state boards and commissions as part of the annual “Green Bag” list of appointees sent to the General Assembly—but Cecil County came up short in any but the most local and required slots. The Green Bag names, so-called in historic tradition for the green velvet bag in which the list is sent to the General Assembly, include purely local appointments to various panels that come under state jurisdiction as well as more significant statewide policy posts that require Senate confirmation. For Cecil County, there was only one statewide appointment: Steven C. Parker, named to the Chesapeake and Atlantic Coastal Byways Critical Area Commission. Parker is a Cecilton-area real estate business owner who has been active in local real estate associations. Having a south county real estate professional would bring a rural, waterfront-oriented business perspective to the panel. But Hogan also appointed a Baltimore City resident, Theo Ngongang, to the same commission. Other ‘Green Bag’ appointees included the obligatory changes at the Cecil County Board of Elections.
