		<description><![CDATA[New Cecil County and federal aid for volunteer fire and ambulance services will boost funds for key first responders in the county, including a major federal grant for breathing apparatus for the Water Witch fire company in Port Deposit and new county funds for all local volunteer first responders to compensate for expanded demand for services from the many new businesses locating in the county. The Water Witch Volunteer Fire Company, which traces its roots in service to the western county area to the late 1880’s, recently obtained one of the largest federal grants given in Maryland to fire companies under the Federal Emergency Management Agency (FEMA) special grants program for local fire and ambulance services. Statewide, the program is providing over $2 million in aid to local fire services under a recently enacted federal appropriations bill, according to an announcement by Maryland’s US Senators Chris Van Hollen and Benjamin Cardin. The local Water Witch aid will be used for firefighters’ breathing apparatus, to purchase 48 complete sets of turn-out gear and spare oxygen bottles and to replace the fire company’s air cylinder/compressor machinery that is used for refilling oxygen tanks. 		<description><![CDATA[Governor Larry Hogan will rescind regulations that required installation of costly high-tech septic systems in most of Cecil County, and instead will only retain the requirements in the “critical areas,” close to the Chesapeake Bay and tidal rivers feeding the Bay. The action, which repeals a mandate created by former Governor Martin O’Malley, will lower costs for most new construction as well as homeowners seeking to build additions to existing homes in the county. Hogan announced his decision during a weekend meeting of the Maryland Association of Counties (MACO) in Ocean City, a gathering of most of the state’s county and local elected officials as well as lobbyists and members of the General Assembly. Since a 2009 law enacted by the General Assembly, properties located in the “Critical Area”&#8211; within 1,000 feet of the Chesapeake Bay or its “tidal tributaries”—have been required to install nitrogen-reducing “Best Available Technology” (BAT) septic systems for new homes or to replace facilities for existing homes that had failing septic systems. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT NEWS ANALYSIS A majority of the Cecil County Council indicated support this week for county purchase of an existing private animal shelter facility, but some members reserved judgment on County Executive Tari Moore’s plan to create a fully government-operated program, with county worker payscales and benefits. But Moore refused to say how much total county operation of the program would cost. Many of her proposals fly in the face of financial facts about operations of animal control services in the state, including her claim that she can create a government-related non-profit charity to get grants and donors to subsidize the employment of government workers with county payscales and benefits. In fact, her proposals run counter to the trend of local governments increasingly moving to contract with private non-profit groups to operate government- owned shelter facilities to save taxpayer money.
