		<description><![CDATA[NEWS ANALYSIS Amanda Bessicks, the newly-elected Cecil County State’s Attorney, is resigning her post as of 3/15/2019 due to health reasons, according to a letter sent to the county Circuit Court administrative judge.. Her resignation cuts short a promising career as the county’s chief prosecutor and a reform-minded leader for an office that has been mired in turmoil since her predecessor was charged and convicted in an indecent exposure/disorderly conduct case in 2017. And her decision to resign her position, so that a successor can be named quickly, reflects a level of character and public service that had been absent in the recent past history of the office. Former State’s Attorney Ellis (E.D.E.) Rollins continued to collect a salary and benefits for many months while he unsuccessfully fought, and appealed, the charges against him—while not actually performing the duties of the office. Taking a leave of absence to address her medical issues would have been an understandable, and fully appropriate, course of action while not actually surrendering the office and title. But her decision to step aside clears the path for the Circuit Court judges to name either an interim or permanent State’s Attorney to lead the office until the [&#8230;]]]></description>

		<description><![CDATA[The Cecil County Council unanimously resisted demands from the county schools for a last-minute nearly $1 million boost in its budget on Tuesday morning (6/5/2018), setting the stage for the intact adoption Tuesday night of the Fiscal 2019 budget proposed by County Executive Alan McCarthy. In a letter from Dr. D’Ette Devine, the Cecil County Public Schools (CCCPS) Superintendent, sent to the County Council on Monday (6/4/2018), less than a day before the final Council review of the new budget, CCPS asked for a budget increase to give the schools an extra $955,000 above the county executive’s budget proposal. The letter said the schools needed the extra money “in order for the Board [of Education] to approve a balanced budget and fund negotiated agreements” with teachers, supervisory personnel and other employees. The letter said the schools could divert money from the “small capital improvement” budget, which is supposed to pay for school routine maintenance and repair needs, to operating fund accounts to cover part of the costs of pay boosts and cost-of-living increases negotiated with employees, on top of the extra funds CCPS was requesting from the County Council. 		<description><![CDATA[NEWS ANALYSIS Cecil County Councilor Dan Schneckenburger (R-3) has announced he will run for County Executive in the 2016 Republican primary, setting up a face-off with Council Vice President Dr. Alan McCarthy (R-1) that could divide the local business community and split the mainstream GOP vote. So far, one politically unknown ultra-conservative “liberty” candidate has also filed and in the past the executive’s contest attracted a multi-candidate field largely populated by inexperienced wannabes. Before his announcement, Schneckenburger conducted “robocall” polling among county Republicans and solicited support from Second Amendment/ gun rights advocates. He has been a strong supporter of current County Executive Tari Moore, who recently announced she would not be a candidate for re-election in 2016. In a press release issued Sunday night, Schneckenburger said he decided to run because he believes the county needs “a County Executive with the courage and wisdom to lead on key initiatives: growing our local economy to create more jobs, developing a streamlined and productive government that is focused on customer service, and fighting for Cecil County interests from the state government in Annapolis. “We must continue to make investments in education, drug control, and infrastructure, and we can do this by increasing [&#8230;]]]></description>
