		<description><![CDATA[A CECIL TIMES Special Report Redevelopment of the sprawling 1,185-acre Bainbridge site in Port Deposit, stalled for two decades by environmental and logistical problems, was celebrated by Gov. Hogan recently as a flag was raised on the first of three stages of the project that he praised as a model of economic development. But a last-minute provision secretly inserted into a parks bill by Del. Kevin Hornberger (R-35) could complicate or derail the next phase of the economic revitalization plan and, state legislative analysts say, jeopardize anticipated revenues to Cecil County and the town of Port Deposit. In addition, the long wished-for re-use of the historic Tome School property—devastated by arsonists and looters over the years—is also in jeopardy under provisions that could prevent private re-development of that 50-acre portion of the Bainbridge site through historic preservation tax credits to save the classic façade of the school—which state historical reviewers have determined is the only salvageable part of the school. And there is no assurance in the secret plan that the state would come up with the taxpayer-provided money that would be needed to salvage Tome as part of a state park. 		<description><![CDATA[Cecil County is re-opening business and social activities to the fullest extent allowed by Gov. Larry Hogan’s limited “Stage One” recovery plan as new hospitalizations for the COVID-19 virus show slight declines in the state. But a cluster of new cases in the Warwick area has emerged in recent days and county health officials concede that long promised special state testing of local nursing home patients and staff is lagging. Cecil County Executive Alan McCarthy announced, at a press conference on Friday (5/15/2020), that “Cecil County is ready to begin our reopening” and the county “will implement all of the facets stipulated“ in Hogan’s directive that took effect at 5 p.m. Friday. But he noted that “the county cannot remove restrictions that the Governor retains in place.” Hogan has lifted the “stay home” order and allowed limited re-opening of retail operations and hair or barber shops, under certain restrictions, as well as boating and golfing activities. Under questioning by reporters, McCarthy said he had hoped the governor would allow restaurants to open table services at outdoor patios or seating areas with appropriate social distancing. But another potential rival—Danielle Hornberger—is playing coy as her husband, state Del. Kevin Hornberger (R-35), touts a fundraiser guessing game, asking people to pay money to learn what her political plans are. Even in Cecil County, where politics is often an oddball game, the Hornbergers are throwing a new pitch from right field. “Danielle Hornberger for ??? Give it your best shot, Guess what Danielle’s running for,” Mr. Hornberger declared on social media and in emails, soliciting attendance at a 10/3/2019 “piggy roast” with a “minimum donation of $20” to attend and seeking “sponsorship” donations as well for the event at which his wife will reveal her political plans. Mrs. Hornberger has filed required state Board of Elections paperwork to register a campaign finance committee but so far has not filed a certificate of candidacy stating what office she is running for.
