		<description><![CDATA[The Cecil County Council voted 4-1 Tuesday 2/19/13 to approve five nominees to an Animal Control oversight panel, despite one member having been cited for violations of animal laws. And a Delaware rescue group that is being paid over $2.2 million by the county to handle animal control is abandoning its animal-less shelter on Appleton Road and moving all its operations to the private Rainwood Kennel in Elkton, county officials announced. Since A Buddy for Life, Inc. began its three-year government contract on 1/1/13, the group has had an office on Appleton Road that lacked proper zoning to house dogs so animals were taken to 11 leased kennels at Rainwood, on Hutton Road, and an equal number at a Chester County, PA private kennel. But an announcement by the county government stated that the Buddy group would be consolidating its operations at Rainwood as of 2/25/13. “This facility will allow A Buddy for Life, Inc. to have all animal control services at one site and will provide the residents of Cecil County one physical location to search for their lost pet, adopt an animal or volunteer,” according to the county government’s statement. But the documents also show departures from usual protocols for handling a non-emergency, anonymous complaint regarding cats and there are questions about the timing and intensity of an investigation initiated by Gerald Hawkins, the new chief animal control officer for A Buddy for Life&#8211; the Delaware rescue group that recently began a $2.2 million contract with the Cecil County government for animal control. 		<description><![CDATA[The Cecil County Commissioners could have used a veterinarian to administer tranquilizers Tuesday as they bared their claws, yet again, over revisions to the county’s new animal ordinance, how many ‘experts’ should dance on the head of a panel reviewing the lone remaining bidder for animal control services, and conflicting concerns over horses. And just when you thought one Old Gray Mare issue had been put out to pasture—a mandate for “health certificates” for animals such as dogs and horses crossing state lines to visit or attend events in Cecil County—Commissioner Diana Broomell (R-4) on Tuesday proposed putting the contentious certificates matter back into the new ordinance, which took effect on 10/1/12. It had been removed previously when citizens protested at a public hearing that putting the certificates into the county ordinance imposed an undue and unenforceable local burden that was best left to state laws covering transport of livestock and horses across state lines. In another revelation, Broomell and Commissioner James Mullin (R-1) claimed Tuesday that they did not read the text of the animal ordinance before they voted on it in August.
