		<description><![CDATA[(UPDATED 10:59 pm) Dr. Alan McCarthy, a Chesapeake City veterinarian and businessman, overpowered incumbent County Commissioner James Mullin in the Dist. 1 County Council race, in a test of county business leaders versus the political group led by Sen. E.J. Pipkin (R-36). McCarthy trounced Mullin, 62-37 percent, with 20 precincts reporting. Overall voter turnout was called “very low” all day Tuesday by county election officials. Democrat Pam Bailey had a commanding lead over Garrett Billmire in the Democratic primary in District 1, leading 65-34 percent, with 20 precincts reporting. Despite his incumbency, Mullin struggled to raise funds to support his own re-election campaign, even as his ally and mentor, Pipkin, poured funds into an aggressive, negative campaign against two other Republicans—Commissioner Robert Hodge (R-5) and Tari Moore (R-2) Hodge is seeking re-election while Moore is running for County Executive. In contrast, McCarthy, who raised $11,631 from donors and fundraising events, also drew ad support from the new Cecil Business Leaders for Better Government PAC, which placed extensive advertising endorsing McCarthy along with Hodge and Moore. 		<description><![CDATA[Dr. Alan McCarthy, who is seeking to oust incumbent County Commissioner James Mullin (R-1) in this year’s Republican primary, has raised $11,631 so far from donors and fundraising events while Mullin has done minimal fundraising but has a $16,200 mystery in his campaign reports: money showed up in January but disappeared in March, with neither the origin nor the outgo of the money accounted for. It’s Mullin’s now you see it, now you don’t financial mystery. If the average citizen got over $16,000 put into his or her bank account, you can bet they’d know where it came from, and where it went. But not so on Mullin’s filed reports. (All campaign donations are supposed to be fully documented on who contributed the money, and when, and all expenditures are supposed to be spelled out.) In Mullin’s annual report covering the full year 2011 &#8212; which was filed 1/12/12&#8211; Mullin reported a carry-over balance of $16,240, with no new contributions and no expenditures since his previous annual report was filed 1/19/11, covering campaign activity in 2010. 		<description><![CDATA[The Democratic primary election candidates for Cecil County Executive and two new County Council seats had some mostly gentle disagreements with each other during a candidate forum Wednesday evening, in contrast to some of the more embattled discord among members of the county’s current all-Republican government. The forum, sponsored by Cecil County Democrats and held at Cecil College, featured separate panels for the County Executive candidates—Pam Howard, Robert McKnight and Winston Robinson—and those running in the party’s primary for County Council. James Crouse, the former mayor of Elkton, is running unopposed in the Democratic primary in District 5 while Garrett Billmire and Pamela Bailey are contending against each other in District 1. Crouse provided some of the most interesting and detailed proposals of the evening, saying that the county should consider some of the revenue-raising ideas he advanced while a councilman and mayor of the county’s largest town for about 24 years. He suggested the county should institute a hotel room tax to garner revenues needed to pay for county services without burdening local residents.
