		<description><![CDATA[A second Cecil County resident has died of the COVID-19 virus, the Cecil County Health Department reported Monday afternoon, after a man in his 80’s &#8212; who was a patient at the Calvert Manor nursing home in Rising Sun—died of the virus after an outbreak among patients and staff emerged in the past few days.. “Our condolences go out to the family and friends of the patient,” said County Executive Alan McCarthy. “Now more than ever, we must come together as a community to prevent the spread of COVID-19 and protect our county’s most vulnerable residents.” Lauren Levy, the county’s Health Officer, also said that a special state Health Department and National Guard “strike team” that the county had asked to be deployed to Calvert Manor visited the facility Saturday afternoon and determined that the facility was “taking appropriate steps to contain the outbreak.” She also said that the county health agency had obtained “additional testing supplies” from ChristianaCare/Union Hospital in Elkton “to identify any new cases” at the nursing home. The county previously recorded one other fatality from the virus, a man in his 80s with underlying medical conditions, who died at Union Hospital. 		<description><![CDATA[Cecil County Executive Alan McCarthy unveiled his new Fiscal 2020 budget plan on Friday (3/29/2019), freezing property and income tax rates at current levels and boosting school spending by $2.44 million, or 3.6 percent above the state-mandated local aid for the schools. The budget, McCarthy’s third since taking office, continues his stated policy of refusing to tap into emergency and fiscal cushion reserve funds and enacting “pay as you go” budgets that balance expenditures with available revenues each year. In addition, new fiscal regulations initiated by McCarthy and approved recently by the County Council will make it harder for any future county executive to turn back the clock to the “deficit spending” of his predecessor as county executive and past County Commissioner boards. 		<description><![CDATA[Cecil County Executive Tari Moore proposed a new Fiscal 2015 budget that would freeze property tax rates, add one new Sheriff’s deputy to the force and boost public schools spending by 3.5 percent, including a rising share of teacher pension costs dumped on the county by the state. For the second consecutive year, Moore would balance her budget by tapping more than $4.1 million from reserve funds, or “fund balance” accounts. Moore’s current year budget called for using $4 million of reserve funds but the County Council made some last-minute cuts in schools, libraries and the Sheriff’s budget that brought the hit on reserves down to $3.3 million this year. Also for the second consecutive year, Moore’s budget would freeze local property tax rates at .9907 per $100 of assessed property value. While most homeowners will face no increases, some residents whose properties are re-assessed this year by the state may have higher property values to which their tax rate is applied.
