		<description><![CDATA[A CECIL TIMES Special Report Cecil County Executive Alan McCarthy has filed a lawsuit seeking to invalidate the results of the June Republican primary, saying that his winning rival, Danielle Hornberger, failed to qualify for the ballot and that some documents were falsified and backdated to cover up a “conspiracy” to violate the law. He is also seeking a temporary restraining order and an injunction to keep Hornberger’s name off the November general election ballot. It was a bold move by McCarthy, who suffered a stunning re-election defeat in the primary to Hornberger, who garnered more than 60 percent of the vote in a four-candidate GOP contest. Hornberger, who has never held any elective office or substantive full-time job, is the wife of Del. Kevin Hornberger (R-35) and has worked as a part-time district representative for US Rep. Andy Harris (R-1), who helped bankroll both Hornbergers’ political campaigns. 		<description><![CDATA[Cecil County voters, who overwhelmingly approved a shift to Charter government in 2010, decided by strong margins on Tuesday that they were willing to accept four Charter changes, including some that could shift greater powers to the County Executive in budget deliberations. While all four Charter amendments won strong support from voters who cast ballots on the questions, there were substantial numbers of voters who simply left those items blank, according to Election Board tallies. Such “undercounts” generally reflect voter uncertainty about the question’s implications so they do not register their viewpoint. In conversations with voters before and during Election Day, Cecil Times found much confusion on the ballot questions, including some voters who believed they were re-affirming support for Charter government in general if they endorsed the four amendments on the ballot. 		<description><![CDATA[Cecil County Commissioners are scheduled on Tuesday to review aid requests from non-profit groups for pieces of a $500,000 pie of local impact aid from the Hollywood Casino in Perryville, including a church seeking a new roof and a youth-oriented group&#8211; founded by a convicted federal felon and con-man&#8211; that has amassed hundreds of thousands of dollars in other local and state grants in the two years of its existence. A small advisory group recently reviewed applications for the local non-profit grants, which for the first time were opened up to organizations and programs from throughout the county. Last year—the first time such grants were offered—the grants were limited to western Cecil County groups only, located near the casino. Unlike last year, when all applicants were assigned points ratings on the basis of local impact criteria, this year’s recommended list does not provide relative rankings.
