		<description><![CDATA[Analysis Now that everyone has caught up on their sleep (maybe), pored over the election returns, and toasted with champagne (or cried in their beer), it’s time for a little post-primary election review and some look-aheads to the rest of the campaign season until November. After the Landslide The landslide victory of County Commissioner Tari Moore in the Republican primary for county executive is extraordinary in its depth and spread, despite the low voter turnout. (Local election officials calculate voter turnout overall in both primaries was 23.49 percent of registered voters, including both early voting and the Tuesday polling place voting.) In such a crowded field of seven candidates in the GOP primary, Moore racked up 46.2 percent of the vote, or 3,019 votes. She carried all [but one] of the county’s polling places, as well as the early vote. (Elections board officials are still counting absentee, provisional and overseas ballots&#8211; such as those filed by our military servicemen and women&#8211; before there is a final official tally.) 		<description><![CDATA[ANALYSIS Former Democratic Congressman Frank Kratovil has filed as a candidate for an appointment to a vacant Queen Anne’s County District Court seat, after a proposed redistricting plan redrew the First District to be a Republican bastion favoring re-election of Rep. Andy Harris. Although Kratovil would not be precluded from also filing in January to run as a Democrat to regain the seat he lost to Harris in the 2010 election, the court candidacy triggers questions about the prospects of a credible Democratic challenger to Harris in 2012. Kratovil’s action, as well as the new map, also create the possibility of a last-ditch challenge to Harris in the Republican primary before he consolidates his hold on the seat for a long-term stay in the newly safe Republican district. State Sen. E.J. Pipkin (R-36) challenged Harris unsuccessfully in the 2008 GOP primary but could be a viable, largely self-financed opponent to the well-funded Harris in a 2012 primary. Harris has upset some moderate Republicans especially on environmental issues and Pipkin could make a credible claim to be more attuned to the district’s concerns with the Chesapeake Bay. 		<description><![CDATA[(Second of two articles) GALENA— The gray-haired man at the lunch counter in Twinny’s restaurant in Galena wore a tee shirt, decorated with a flag and an eagle, that declared, “Proud to be an American.” Shaking hands with Rep. Andy Harris (R-1) last week, this constituent was pleased with the job his congressman is doing in Washington but he had concerns about the fairness of the tax code. Harris reassured the man that he’d be willing to “close corporate tax loopholes” and “simplify” the tax system. Harris added that he has supported proposals for a “flat tax”—in which most taxpayers would pay the same flat income tax rate regardless of income level but most tax deductions would be ended—or a “fair tax” that would end income taxes but impose a 23 percent national sales tax. The latter proposal drew fire in last year’s general election from Harris’ Democratic opponent, incumbent Rep. Frank Kratovil, who ran campaign ads saying, “We can’t afford Andy Harris’ idea.” Both proposals have been suggested by various groups and candidates for decades but have had no traction in Congress.
