		<description><![CDATA[Cecil County home and business property values rose by a combined rate of about 6 percent in new state property tax assessments in northern areas of the county in 2016, providing some welcome news for homeowners looking to sell their houses as well as a potential boost in revenues to the Cecil County government as it drafts a new budget in the next few months. The State Department of Assessments and Taxation (SDAT) announced a few days ago that the sluggish real estate market in the state was showing new signs of life, with statewide property value increases for homes of 6.4 percent while business/commercial property values rose 13.6 percent. In Cecil County, assessments in one-third of the county rose by 6.1 percent for homes and 6 percent for business/commercial properties. The property value rise could generate over $100 million in additional taxable property value and perhaps an extra $1 million in revenues, even after accounting for “homestead” tax credits for full-time residents owning their homes. Gary Duffy, supervisor of the Cecil County office of SDAT, said that the “group 2” area covered by the latest round of new property assessments generally covers the northernmost section of the county above [&#8230;]]]></description>

		<description><![CDATA[   It was nice to see the Whig write about housing foreclosures in Cecil County in Tuesday&#8217;s editions, focusing on a counselor who is working with families and their mortgage lenders to find solutions. We&#8217;ve been hearing about the foreclosure &#8220;crisis&#8221; nationally for quite some time so it was overdue for the Whig to write about the local scene. But there is more to the housing picture in Cecil County.     A local Realtor, Megan McGonigal, has been posting monthly information and analysis of Cecil County home sale trends and a look at the data shows all is not doom for the housing market here.
