		<description><![CDATA[NEWS ANALYSIS In less than an hour on Tuesday (5/28/2019), the County Council reviewed the complex Fiscal 2020 budget proposed by the County Executive, with few questions, no spending cut proposals and just one advocate of raiding “fund balance” reserve accounts to lower the property tax rate by slightly over a penny—a move that would contradict the executive’s avowed pledge to avoid deficit spending. But there were indications that a majority of the Council seems satisfied with County Executive Alan McCarthy’s policy to wait until revenues are firmly in hand before allocating spending for certain projects, with the Council given authority to review and OK projects as the budget year goes on. As in past years, the Council held department-by-department meetings with county department heads to review their spending plans for the past month. But unlike past years’ end-stage budget actions when the Council considered spending cuts and votes by members during a worksession, this time Council President Bob Meffley (R-1) gaveled the session to a close without entertaining any amendments or votes. 		<description><![CDATA[As the Cecil County Council moves into the final stages of its review of the new Fiscal 2020 budget, county school officials told Councilors they still face budget shortfalls despite nearly $4 million in newly confirmed state aid that boosts school spending by even more than the educators asked for. But higher than expected costs on school security upgrades will leave ten schools still without needed improvements. The County Council, which is scheduled to adopt a new budget in the next few weeks, completed its meetings with county department heads to review spending proposals with a final call-back session with leaders of the Cecil County Public Schools (CCPS) on Tuesday (5/21/2019) to follow up on an earlier meeting. The next step is a countywide public hearing on the budget before the Council tonight at Elkton High School followed by one or two worksessions next week. 		<description><![CDATA[A CECIL TIMES Special Report NEWS ANALYSIS Cecil County’s Animal Services agency is overspending its current Fiscal 2019 budget and is asking for an infusion of $140,000 immediately, drawn from a county fiscal reserve fund that is supposed to be off-limits for current spending. In addition, the agency is seeking a 41.7 percent operating budget boost in the proposed fiscal 2020 budget and adding 2.5 full-time-equivalent workers to its payroll—the highest number of any unit of county government. The full cost of the county’s animal services program is not even reflected in its own budget, with operations and maintenance costs of its Chesapeake City facility buried in an overall county property management account and its vehicle replacement costs shifted into the countywide vehicle “fleet” account. In the new Fiscal 2020 budget, Animal Services is seeking a 41.7 percent increase in its operating budget, bringing those costs to $1,097,415. In addition, maintenance of the shelter is budgeted separately at $64,565, a 21.2 percent increase over the current budget year. The total request amounts to $1,161,980.
