		<description><![CDATA[CONGRESS RACE TAKES TO AIRWWAVES The longshot candidacy of Bill Tilghman, a Democrat running in November against incumbent Republican Rep. Andy Harris (R-1), recently took an expensive gamble: buying about a week’s worth of heavy saturation over-the-air television ads in Baltimore and Salisbury. The ad, entitled “Any Good Idea,” promotes Tilghman’s message that he is not a partisan ideologue and is willing to listen to ideas from all sides of the political spectrum. It’s a message that has been used successfully in other districts around the nation where so-called “Blue Dog Democrats”—moderates or fiscal conservatives—have overcome more conservative Republican opponents. It is also a strategy that helped former Rep. Frank Kratovil, a Democrat who briefly held the District 1 congressional seat, until he fell to the conservative Harris. But since Kratovil’s tenure, the district has been re-drawn to make it even more heavily Republican in voter registration, with the result that the gerrymandered district became the repository for the geographic bulk of the state’s GOP voters and Harris the only Republican in the state’s Congressional delegation. “The problem in Washington is no one listens to one another,” the ad begins. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Cecil County Councilor Alan McCarthy (R-1), who is a licensed veterinarian, made a surprise visit to the Buddy for Life animal shelter in Elkton late last week and found unremoved feces, odors and many dogs with serious “mange” and other skin conditions. “It was a mess,” he said of the facility, which county taxpayers are supporting with payments of $60,000 per month for animal control services. In addition, the chair of an independent oversight panel has questioned what she called overstaffing at the Buddy operation at taxpayer expense. And the County Attorney&#8211; while suggesting minimal county concerns with recent state Board of Veterinary Medical Examiners’ sanctions against both the Buddies and its veterinarian, Mindy Carletti&#8211; said he and the County Executive would meet later this week with the Buddies to discuss the sanctions and other “contractual/performance issues.” Top county officials were unaware of the state vet board sanctions until personally informed of them by Cecil Times. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT The state Board of Veterinary Medical Examiners has fined A Buddy for Life, which handles animal control for Cecil County under a more than $2.25 million contract, for operating its rented animal shelter in Elkton without a required state license for a year. The state panel also imposed fines and license sanctions involving drug laws against Mindy Carletti, a Perryville veterinarian who provides services and has financial ties to the Buddy group. Meanwhile, a dog, “Brittany”&#8211; that mauled a woman providing the Buddies-owned dog with a temporary foster home and that killed her pet Chihuahua with such violence that its eyeball flew out of its socket&#8211; was recently offered for adoption again by the group in online postings without mentioning the pet’s death or the violent attack on the woman. And in its latest financial reports to the county, the Buddies have found yet another fiscal gimmick to try to justify the $60,000 a month the county gives the group: claiming IRS car usage reimbursement rates for use of a personal vehicle for business purposes.
