		<description><![CDATA[Al Miller, a Republican candidate for the Cecil County Council in District 3, is the apparent top fundraiser in this year’s races for three Council seats, raising more than $24,000 so far in his bid to unseat an incumbent in the June 26 GOP primary. In three races with candidates aligned with the local ultra-conservative group, Campaign for Liberty, candidates have only received donations from officers of the C4L group. The third candidate has yet to file any campaign finance reports in his Council campaign, despite state law providing he should have filed two reports by now. And one of those candidates recently filed an overhauled version of his earlier report, re-writing his campaign finance history after Cecil Times reported that he had made expenditures that were not accounted for on his initial state finance report. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT NEWS ANALYSIS Cecil County’s fiscal picture looked rosier than expected recently as county finance officials presented a detailed accounting of the recently completed budget year and projected a positive forecast for the rest of the current fiscal year. But buried in the numbers were enough caveats and concerns to make even a cheerful Pollyanna reach for a calculator, a crystal ball and a salt shaker. A linchpin of the financial reports, presented to the Cecil County Council on 11/15/16 by county Finance Director Winston Robinson, was a prediction that county revenues from income taxes would continue to rise. However, state budget officials have issued two warnings in recent months that state revenues from income taxes would be lower than expected for the rest of the current budget year and next year—and as a result, Governor Hogan has scaled back on state spending and tax cut plans. The state collects a local income tax for Cecil and other counties as a “piggyback” on top of state income taxes. 		<description><![CDATA[Cecil County Executive Tari Moore on Friday submitted to the County Council proposed changes to the county’s animal law that would convert an independent citizen ‘oversight’ panel into an ‘advisory’ board dominated by county government officials to supervise the county’s private animal control contractor. The revisions also remove language allowing the panel to consult with a licensed veterinarian on animal matters. Moore unilaterally suspended operations of the Animal Care and Control Oversight Commission (ACCOC), which was established under county law, several months ago after an incident following a panel meeting when several Girl Scouts were allegedly subjected to racial slurs outside the county building. The scouts spoke up to advocate humane treatment of animals housed at the Elkton shelter rented by A Buddy for Life, Inc., which holds a $2.24 million county animal control contract. A videotape of the incident has gone viral on the Internet and reports of the incident have received state, national and international media attention.
