		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger has lobbed an insult-laden video attack on the County Council for daring to disagree with her on an Elkton town land annexation case, claiming in a fact-free screed that Councilors were “bought and paid for” by developers—despite the fact that most of the Councilors had minimal campaign donations of any kind while she accepted multiple large donations from real estate interests. In addition, Hornberger’s appointed county attorney—Lawrence Scott, an Annapolis political consultant and lobbyist who never appeared in any state courtroom or even entered written legal representation on behalf of a client, according to the state Courts database—has tried to bully the Council on several issues, including solar panel farm legislation and the annexation case. Scott even made up his own facts recently to rail against and try to block cameras on school buses to catch car drivers who illegally pass a bus. The cameras are provided at no charge by a private firm that will collect fines and split the revenues with the county schools. 		<description><![CDATA[Al Miller ousted incumbent Cecil County Councilor Dan Schneckenburger on Tuesday, as George Patchell retained his Council seat and Bill Coutz won the Republican nomination for an open seat in District 2. In all three contests, the winners also scored major victories over candidates aligned with the ultra-conservative Campaign for Liberty group. In Districts 4 and 3, no Democrats have filed candidacy so the winners of the Republican primary in those districts—Patchell and Miller&#8211; will appear on the November ballot unopposed. But in the general election for District 2, GOP primary winner Bill Coutz will face a Democrat, political newcomer Cody Kirk, a former dollar store employee who overwhelmingly lost another political campaign for a seat on the Elkton town council several weeks ago. Kirk was running for the town post at the same time that his name was already on the countywide ballot for County Council. 		<description><![CDATA[Cecil County could be on the hook for $414,500 if state rural land preservation funds don’t come through next year for a farmland easement deal backed by three county commissioners. At the least, the county would be fronting $620,000 for the Cecil Land Trust now to buy an easement on the Jacob and Virginia Carson farm located on Route 274 near Rising Sun. About $214,500 from federal farm and ranchland protection funds could be received fairly quickly in Fiscal 2012, as a partial reimbursement to the county. But Cecil Land Trust president William Kilby told the County Commissioners Tuesday “there are no guarantees” that the balance of the cost would be reimbursed by state Rural Legacy Funds and the best-case scenario was that the state money would only be paid out in Fiscal 2013. It was Kilby’s second appearance this month before the County Commissioners to pitch the proposal.
