		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger has lobbed an insult-laden video attack on the County Council for daring to disagree with her on an Elkton town land annexation case, claiming in a fact-free screed that Councilors were “bought and paid for” by developers—despite the fact that most of the Councilors had minimal campaign donations of any kind while she accepted multiple large donations from real estate interests. In addition, Hornberger’s appointed county attorney—Lawrence Scott, an Annapolis political consultant and lobbyist who never appeared in any state courtroom or even entered written legal representation on behalf of a client, according to the state Courts database—has tried to bully the Council on several issues, including solar panel farm legislation and the annexation case. Scott even made up his own facts recently to rail against and try to block cameras on school buses to catch car drivers who illegally pass a bus. The cameras are provided at no charge by a private firm that will collect fines and split the revenues with the county schools. 		<description><![CDATA[To settle a lengthy and costly court case, Cecil County will reverse a 2011 decision by the old “Three Amigos” faction of the County Commissioners board to strip a Perryville property of its heavy industry zoning and downgrade it to the most restrictive agricultural designation. But Councilor Diana Broomell, who led the downzoning effort, lashed out Tuesday, attacking the County Council President, local ‘tea party’ activists and just about anyone in earshot. The county government has already spent more than $5,600 on legal fees in the case, according to county officials, and a memo calculated potential additional county legal bills of $45,000 if the case went to trial as scheduled on 7/15/13, and a likely appeal of any Circuit Court decision. Settling the case now would save those costs. And the settlement would restore the status quo of the property, located on Carpenters Point road in Perryville, to the same as it was before the Amigos downzoned it on their own initiative. But Broomell (R-4) did not go down without a fight, reading a statement at both a morning worksession and evening Council meeting in Elkton attacking the settlement of the court case. 		<description><![CDATA[It was the first public political sighting of Pamela Bailey, who has been incognito since she won the early April primary to become the Democratic candidate for the District 1 Cecil County Council seat, when she showed up in Elkton Tuesday night at a candidates’ forum. Some Democrats may have wished she stayed home. Bailey, a secretary at the county’s School of Technology who also ran for the seat and lost four years ago, showed minimal knowledge of the current fight over “tiers” land use policies mandated by state legislation, SB236, and mis-stated the terms of a south county ambulance proposal that she claimed as her signature “behind the scenes” work effort on county policy issues.
