A CECIL TIMES SPECIAL REPORT NEWS ANALYSIS A majority of the Cecil County Council indicated support this week for county purchase of an existing private animal shelter facility, but some members reserved judgment on County Executive Tari Moore’s plan to create a fully government-operated program, with county worker payscales and benefits. But Moore refused to say how much total county operation of the program would cost. Many of her proposals fly in the face of financial facts about operations of animal control services in the state, including her claim that she can create a government-related non-profit charity to get grants and donors to subsidize the employment of government workers with county payscales and benefits. In fact, her proposals run counter to the trend of local governments increasingly moving to contract with private non-profit groups to operate government- owned shelter facilities to save taxpayer money. And Moore is putting most of the power to create and oversee her new untested animal services plan into the hands of one county employee whose experience and portfolio covers transit buses and a senior citizens exercise facility. Moore, who has conducted a secret and unilateral review of county animal control options for several years, finally […]

A CECIL TIMES SPECIAL REPORT The animal shelter operated by A Buddy for Life, Inc. under contract with the Cecil County government has had at least three cases of a highly contagious and potentially deadly virus—resulting in two deaths—but kept it a secret from county officials and citizens who continued to visit the Elkton facility and could have carried the virus home to their own pets. And in an unrelated matter, the Buddies cut back their hours of operation for the public from 39 hours to just 24 hours a week and the shelter is closed entirely on Mondays, as of this week, because the County Council refused to give the Buddies an extra $11,600 above their current $300,000 six months extension of a former $2.24 million three year contract. The county administration approved the service cutbacks of 15 hours per week, even though the Buddies had not officially signed their latest contract with the county that expires on 6/30/201, according to documents obtained by CECIL TIMES. And that level of significant service cutbacks does not appear to correlate to the relatively small requested but denied additional amount of county subsidy. A “third party” informed county officials of the outbreak […]

A CECIL TIMES SPECIAL REPORT Cecil County Executive Tari Moore– who has unilaterally suspended county laws governing an Animal Control Oversight panel, extended a controversial 3-year animal control contract and signed a kennel lease for six months, all without County Council approval—is considering taxpayer purchase of a private kennel business that some local residents have complained about. The kennel is located in a residential zone that now does not allow a dog kennel use but is “grandfathered” because it was established many years ago. Converting the property to a government-owned animal shelter– with two trucks used to pick up and deliver strays and generating significant traffic from people looking for lost pets or seeking to adopt a dog or cat—would no doubt cause concerns to nearby property owners in the residential neighborhood. Based on reviews of public records, court documents, property records, real estate for sale listings and other information, CECIL TIMES has identified the property in question but is not publishing the specific location, its name, or the names of its owners so as to avoid a disclosure that might be considered impeding the county’s negotiating process. However, the county in effect telegraphed the property’s owners that the government […]
