		<description><![CDATA[A CECIL TIMES Special Report Cecil County Councilor Jackie Gregory (R-5) delivered an impassioned defense Tuesday of her paid job as a substitute teacher in county schools while voting on budgets including education as a member of the Council, saying a state Attorney General opinion in a Carroll County case supported her dual roles. However, Cecil County’s Charter and Ethics Code specifically bar Council members or public officials from working for any other “department” that receives county funds. The Attorney General’s opinion Gregory cited held there was no “incompatibility” under state law between a Carroll County Commissioner holding that post while also working as a part-time teacher for county schools. However, the opinion specified it was only reviewing state law and refused to address county laws or ethics codes, which the AG said were up to local authorities to interpret and enforce. During the Council members’ comment period at the end of the 11/5/2019 morning worksession, Gregory announced that she wanted to address an issue that has been brewing “behind the scenes” and to contradict anyone “suggesting that I’ve been engaged in wrongdoing.” She said she was raising the issue of her schools job in public in the interests of [&#8230;]]]></description>

		<description><![CDATA[Cecil County Commissioner Diana Broomell (R-4) will have to wait a few months in her relentless quest to re-open the county’s new ethics code, after her four fellow commissioners on Tuesday finally stood up to her push for immediate action on her demands. Instead, a majority of the County Commissioners insisted that the county’s Ethics Commission should be allowed to see, review and comment upon her proposals before they are put out to a public hearing at taxpayer expense. All five members of the ethics panel had requested, in a letter to the County Commissioners, a five-month review process for any revision proposals. Broomell put her proposals into writing for Tuesday’s commissioners’ worksession, unlike her push a few weeks ago to force an immediate “up or down vote” on her shifting verbal proposals, without a written text so colleagues could actually see what they were voting on. 		<description><![CDATA[Was Willie Nelson’s song, “On the Road Again,” playing on the car radio when Cecil County Commissioner Robert Hodge (R-5) took Commissioner Diana Broomell (R-4) on a road trip Monday to see his properties in the county? Broomell has raised questions about whether Hodge’s ownership of properties in the Route 40 area might be a conflict of interest with his official duties. [A Cecil Times review of Hodge’s financial disclosures earlier this year showed he has more than complied with county ethics rules and detailed all his business and real estate interests even if they had no dealings with the county.] So on Monday, Hodge took Broomell on a tour of all his properties, in response to her questions about whether he might benefit from the proposed Elkton West area extension of sewage services. Elkton West was to be serviced by the private Artesian Resources firm under a franchise from the county but a Broomell-led majority of the commissioners recently voted to “mutually terminate” that contract. “I only have one property that falls into the Elkton West area in general, but the way the land slopes it had been decided that it would be more suitably serviced by a county-owned [&#8230;]]]></description>
