		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Alan McCarthy has withdrawn his proposed major increase in sewer user fees as part of his Fiscal 2019 budget, saying he wants to review alternative rate structures to give small users a break. But the action may signal a setback for McCarthy’s overall budget plans to end policies to tap emergency reserve funds to pay for day-to-day operations. The County Council had been slated to review the proposed rate increases in depth at its Tuesday (5/15/2018) worksession, with an appearance by county Director of Public Works Scott Flanigan. But his appearance and the meeting agenda item were cancelled, after McCarthy ordered the rate increase proposal withdrawn on Monday. McCarthy told Cecil Times on Tuesday that he withdrew his proposed rate increases so that county finance and public works officials could review the matter and perhaps come up with a more gradual rate increase and possible special rates for senior citizens and “small users” of sewage treatment services. “I want to see if we can come up with a more equitable way” to generate needed revenues to operate county sewage treatment facilities, he said. 		<description><![CDATA[As the Cecil County Council begins deliberations on the county’s budget for the upcoming fiscal year, county finance officials told the Council that despite the still lagging economy the county’s general budget funds are expected to end the current fiscal year just $25,000 off target. But the county’s so-called “enterprise funds”—such as water and sewage treatment accounts that are supposed to be self-supporting by fees paid by users of the services—are still costing more than they bring in from user fees. As a result, those funds are incurring IOUs to the county’s general funds that are supposed to only support countywide services to all taxpayers. County Director of Finance Winston Robinson told the Council on Tuesday that although revenues from the state’s pass-through of the county’s share of income tax revenues is about $1 million off previous projections, increased revenues from other sources have offset much of the slack. “I feel happy and thrilled,” Robinson said, that his department’s projections were so close to the mark. Cecil County’s unemployment rate is still higher than the state average, and job growth here is often stymied by the lack of infrastructure that attracts new businesses to other nearby areas. 		<description><![CDATA[Cecil County Executive Tari Moore proposed a new Fiscal 2015 budget that would freeze property tax rates, add one new Sheriff’s deputy to the force and boost public schools spending by 3.5 percent, including a rising share of teacher pension costs dumped on the county by the state. For the second consecutive year, Moore would balance her budget by tapping more than $4.1 million from reserve funds, or “fund balance” accounts. Moore’s current year budget called for using $4 million of reserve funds but the County Council made some last-minute cuts in schools, libraries and the Sheriff’s budget that brought the hit on reserves down to $3.3 million this year. Also for the second consecutive year, Moore’s budget would freeze local property tax rates at .9907 per $100 of assessed property value. While most homeowners will face no increases, some residents whose properties are re-assessed this year by the state may have higher property values to which their tax rate is applied.
