		<description><![CDATA[Cecil County now has 3 confirmed cases of the COVID-19 coronavirus, prompting County Executive Alan McCarthy to issue a “declaration of emergency” on Monday to accelerate county access to state emergency services and supplies programs. In addition, Gov. Larry Hogan ordered closure of all “non-essential businesses” while announcing several new programs to aid small business affected by the pandemic. Speaking during a Facebook Live online press conference, McCarthy announced two new confirmed cases in Cecil County: a male in his 50s who lives in Elkton, and a female in her 40s who lives in Elkton. The first confirmed case, announced on Sunday, involved a woman in her 20s in the western area of the county. McCarthy further identified that patient’s location as the Rising Sun area. All three patients are “self-isolating at home.” Lauren Levy, Cecil County’s Health Officer, said there were no clear ties among the confirmed patients but that public health experts were conducting contact tracing interviews to try to identify the patients’ contacts and movements to identify possible other individuals who may have had contact with them She said county residents with health concerns could contact local health experts at 410-996-1005. 		<description><![CDATA[Maryland Governor Larry Hogan announced late Thursday (3/12/2020) a series of emergency steps to address the COVID-19 coronavirus, including closure of all public schools in the state for two weeks, effective on Monday 3/16/2020 until 3/27/2020. Hogan’s announcement came two hours after Cecil County Executive Alan McCarthy held a press conference, surrounded by local officials involved in the local response to the virus, to address the public health emergency. Hogan, who had previously declared a state of emergency in the state to cope with the health issue, said during a televised press conference in Annapolis that the state Superintendent of Schools had decided—and his team of health and emergency services advisors agreed—that all state public schools will close .as of Monday and stay closed for two weeks to allow deep cleaning and disinfecting of school facilities. 		<description><![CDATA[The Cecil County Council voted late Thursday afternoon to support most of County Executive Tari Moore’s Fiscal 2014 budget proposal, repeatedly rejecting proposals by Councilors Diana Broomell (R-4) and Michael Dunn to (R-3) to slash money for county public schools, public safety and infrastructure projects. The votes showed the intentions of the majority of the Council on a wide range of budget issues but are not yet final or binding. The Council must adopt a county budget in a formal legislative session on Tuesday 5/21/13, and some of the amendments voted down on Thursday could be presented again. But on most points, the intent of the majority was clear and few if any changes are expected. But there was still one major issue left open: how to ease the impact of a proposed huge boost in “major facility fees” for sewage services—the charges assessed to new business customers seeking to hook-up to the county’s sewage treatment plants. The fees are currently set at $10,000 per unit (some businesses require many ‘units’ to meet their needs) but Moore proposed boosting the fee to $16,100.
