		<description><![CDATA[NEWS ANALYSIS Even before Danielle Hornberger raised her hand and took the oath of office as Cecil County’s new County Executive on Monday (12/7/2020), some county department heads were already locked out of their computers and within an hour or two ousted from the county administration building in Elkton. The purge was carried out by Dan Schneckenburger, nominated but not yet confirmed as required by the County Council for the Director of Administration position, sources said. Schneckenburger is a two-time election loser in county politics, having served one term on the County Council but losing a bid for re-election to his seat two years ago and also losing a run for County Executive against Alan McCarthy four years ago. McCarthy lost his bid for re-election to Hornberger this year in the June Republican primary. 		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Alan McCarthy admits putting together the Fiscal 2021 county budget was a bit like being in a hurricane bunker while hoping that the COVID-19 pandemic that has wreaked havoc with the state and local economy won’t overwhelm the fiscal safety measures he installed over the past three years that could help the county weather the storm. “I must say it is by far the most difficult budget my staff and I have ever put forward,” McCarthy said Wednesday (4/1/2020) in presenting his proposals during a Facebook live teleconference. “We are in the midst of a crisis none of us has ever experienced before.” He said that he and his staff had to rewrite the budget substantially in the past two weeks, as the COVID-19 pandemic unfolded and Gov. 		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Tari Moore’s new proposed budget would boost her own office’s spending by 3.2 percent while cutting the County Council’s current budget by 4.2 percent, especially in accounts that could enable the Council to hire independent advisers to review or challenge her policies. In addition, county employees have a “Cadillac” health care program that provides such privileged benefits that the plan could face federal tax penalties in the next few years unless benefits are scaled back to more reasonable levels, according to the county’s Human Resources director. In Moore’s new Fiscal 2016 budget proposal, county employee health costs are projected to rise 31.6 percent.
