The Office of the State Prosecutor (OSP) has filed five criminal charges against the former deputy director of the Cecil County Board of Elections for perjury, misconduct in office and allegedly falsifying required documents for the candidacy of Danielle Hornberger in her 2020 County Executive campaign. The prosecutor cited Hornberger’s candidacy and finance report irregularities but no charges were filed against her. Lora Walters, 57, of North East, the former deputy director of the Cecil County Board of Elections, was charged with five misdemeanor counts stemming from her role in the handling of financial disclosure statements filed by Danielle Hornberger in her candidacy in the Republican primary for County Executive. The existence of an OSP investigation was disclosed in the county Circuit Court during trial of a civil case filed last year by former Cecil County Executive Alan McCarthy, a Republican, who challenged the legitimacy of Hornberger’s candidacy due to false document filings in her campaign. The most serious charge filed against Walters—perjury, with a possible ten-year prison term– stems from her testimony in that civil court case, in which she denied falsifying the financial disclosure records for Hornberger. The charges against Walters were filed in Cecil County Circuit Court […]

In the first-ever, mostly mail-in primary election in Cecil County history, political novice Danielle Hornberger held a compelling lead over incumbent Alan McCarthy for County Executive in the Republican primary, while incumbent Jackie Gregory was solidly ahead in the contested GOP primary for County Council in District 5, according to early returns from the county’s Board of Elections (BOE) issued late on Tuesday evening (6/2/2020). There are still three local Board of Elections canvassing meetings scheduled to count votes, including a session on Wednesday 6/3/2020, before the official voting tally is confirmed. Tomorrow’s session will likely continue to count mailed-in ballots that were received in the past few days, when advance counting stopped as BOE officials prepared to conduct the live, in-person voting session in Elkton that was held on Tuesday. But the initial tally of mailed-in ballots, not including in-person voting on Tuesday, showed Hornberger with a commanding lead, with 4,909 votes to McCarthy’s 2,019 votes. Another contender, Ewing McDowell—an agribusinessman and state Commerce official—held third place, with 669 votes. Bill Coutz, a two-year member of the Cecil County Council, trailed well behind the pack, with 624 votes. While the outcome was far from official, the preliminary margin for […]

A CECIL TIMES Special Report Danielle Hornberger, wife of state Del. Kevin Hornberger, has raised more than $50,000 for her campaign for Cecil County Executive in the June Republican primary, relying heavily on her husband’s political contacts and campaign funds. And in her most recently reported donations, half of the money came from Port Deposit landowners who her husband backed in a land dispute with the state. The donations this year to Mrs. Hornberger by Gabrielle (Gaby) Buck, of Mount. Ararat Farm in Port Deposit, included a $5,500 donation on 2/10/2020, a $500 donation on 2/25/2020 and a $500 donation on 1/25/2020, according to the state elections database. That total– $6,500—exceeds the state’s legal $6,000 limit for donations by an individual to a single candidate’s campaign in a two-year election cycle. In addition, her Mount Ararat Farm business, as well as a family member, donated even more to Mrs. Hornberger. Frank Buck, of Port Deposit, donated the maximum $6,000 on 2/6/2020. Her Mt Ararat Farms LLC donated $2,000 on 2/4/2020 and $1,000 on 2/11/2020. In total, Buck personal and business donations to Mrs. Hornberger amounted to $15,500. That figure is more than half of all contributions and event ticket purchases […]
