		<description><![CDATA[COMMENTARY The 36th District, covering four counties on Maryland’s Upper Eastern Shore, is like no other legislative district in the state and this year the contests for state Delegates are the political equivalent of “March Madness” in college basketball. But in the Republican primary’s “June madness,” an underdog player from Caroline County will get three shots at the free-throw line to try to claim one of the delegate seats. Every state legislative district has a senator and three delegates. But the 36th is the only district in the state where candidates from four counties—Cecil, Kent, Queen Anne’s and Caroline—have to contend for just three Delegate seats. The three seats currently have a designated “resident delegate” for Cecil, Kent and Queen Anne’s—while Caroline is the only county in the entire state with no resident delegate. Caroline County last had a resident delegate about 20 years ago. Under various redistricting maps in the interim, Caroline County has been sliced into two state districts, diluting the voting power of its smaller population even more. But the redistricting after the 2010 census, while still dividing the county into two districts, suddenly gave Caroline County residents a much better shot—but still a longshot&#8211; at getting [&#8230;]]]></description>

		<description><![CDATA[It was two days after Christmas, 2013 and all through the Upper Shore, Republican politicos had visions of sugar-daddy plums coming down the chimney with ex-Sen. E.J. Pipkin, who resigned from his seat and moved to Texas—leaving behind a hefty goody sack filled with political cash. In a newly filed campaign finance report, Pipkin reported that he recently distributed virtually all of his remaining campaign funds to various political committees and one candidate in particular: his longtime ally and underling, Del. Michael Smigiel (R-36). Smigiel—half of the “Smipkin” political organization moniker with Pipkin that ruled Cecil County GOP politics for several years until Pipkin’s resignation—was gifted with $6,000 given to his campaign committee on 12/27/13, according to Pipkin’s filings with the state Board of Elections. (The state elections board reported that Smigiel had not filed his required annual report by the 1/15/14 deadline and had already been assessed a late fee.) At the time of his resignation, Pipkin served as the Republican Minority Leader in the state Senate, and many of his colleagues were both shocked and miffed with his sudden departure. 		<description><![CDATA[Two candidates for a vacant Cecil County Council seat, seeking endorsement from the Smipkin-controlled Republican Central Committee, are linked to Political Action Committee (PAC) financing of a smear campaign against fellow Republican Judge Keith Baynes, who resoundingly defeated Del. Michael Smigiel in the April primary for a court seat. But one of their PAC’s is still keeping secret the source of its money that it shifted to the other PAC—in violation of state election laws. The key players in this little drama are Robert Gorman, a longtime political supporter of and campaign donor to Smigiel, and Lisa Conley, another Smigiel supporter. Both Gorman and Conley served as the named voices on robocalls attacking fellow Republicans Tari Moore and Robert Hodge in the April GOP primary. Those robocalls stated they were paid for by the campaign fund of state Sen. E.J. Pipkin (R-36). (Moore overwhelmingly won the crowded GOP primary and went on to win the November general election to become Cecil County’s first-ever County Executive. Hodge, a one-term County Commissioner, won his GOP primary race and went on to win the District 5 County Council seat in November.)
